CONTRACT BETWEEN CITY OF PARIS, PARIS, TEXAS, <br />AND FAMILY HAVEN CRISIS AND RESOURCE CENTER, INC. <br /> <br />STATE OF TEXAS <br /> <br />COUNTY OF LAMAR <br /> <br />This contract is by and between the CITY OF PARIS, PARIS, TEXAS, Grantee, and <br />FAMILY HAVEN CRISIS AND RESOURCE CENTER, INC., Service Provider, and <br />in aid of CJD Grant No. WF-02-V30-13420-05, titled; Violent Crimes Against Women Unit. <br />It is understood by all parties that payment obligations created by this contract are <br />conditioned upon the availability of State or Federal funds appropriated or allocated for the <br />payment of such obligations. The term of this contract commenced on December 1, 2002, <br />and shall end on August 31, 2003, unless extended or terminated as otherwise provided for <br />in this contract. <br /> <br />The City of Paris Police Department is responsible for closely monitoring Family Haven and <br />the exercise of reasonable care to enforce all terms and conditions of the grant. Family Haven <br />agrees to fully cooperate in the monitoring process. <br /> <br />Requirements of the Uniform Grant and Contract Management Standards (UGCMS) <br />promulgated pursuant to Section 783 of the Government Code are adopted by reference as <br />part of this contract, including the contract provision as in Section 36, Common Rule of <br />OMB, of the above standards. The City of Paris shall assist Family Haven to establish a set <br />of records that comply with the requirements of this grant and periodically inspect such <br />records to ensure that they are properly kept. <br /> <br />Records shall be retained for at least THREE (3) YEARS following the closure of the most <br />recent audit report and until any outstanding litigation, audit, or claim has been resolved. <br />Records are subject to inspection by CJD, or any state or federal agency authorized to inspect <br />the same. <br /> <br />Family Haven will furnish a full time liaison to work with a full time police investigator to <br />assist in the reduction and prosecution of violent crimes against women. <br /> <br />The Family Haven Liaison will: <br /> <br />Coordinate daily with Paris Police Crimes Against Women officer to receive new <br />referrals and track follow-up on open cases. <br /> <br />Coordinate all services to victims of violent crime within the city of Paris, which <br />includes counseling, accompaniment, transportation, and advocacy with the criminal <br />justice system and the Paris Police Department. <br /> <br />EXHIBIT A <br /> <br /> <br />
