Regular Council Meeting <br />July 8, 2013 <br />Page 2 <br />Consent Agenda <br />Mayor Hashmi inquired of Council Members if they wished to pull any items from the <br />Consent Agenda for discussion. There being none, a Motion to approve the Consent Agenda <br />was made by Council Member Frierson and seconded by Council Member Lancaster. Motion <br />carried, 7 ayes — 0 nays. <br />5. Approve the minutes from the City Council meeting on June 17, 2013. <br />6. Receive reports and/or minutes from the following boards, commissions, and committees: <br />a. Paris Public Library Advisory Board (5 -15 -2013) <br />b. Paris Economic Development Corporation (5 -14 -2013) <br />7. Approve the Final Plat of Lot 1, Block A, Kwik Check #34 CB 341, located at 2965 <br />Church Street. <br />8. Approve the Final Plat of Lot 1, Block A, Chavez Addition No. 2 -CB 309, located at <br />1190 19th Street S.W. <br />Regular Agenda <br />9. Conduct a public hearing, discuss and act on ORDINANCE NO. 2013 -020: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE LOT 1, BEING CITY BLOCK <br />118, BEING LOCATED AT 357 WEST KAUFMAN STREET IN THE CITY OF <br />PARIS, LAMAR COUNTY, TEXAS, FROM A MULTI - FAMILY DWELLING <br />DISTRICT NO. 1 (MF -1) TO A CENTRAL AREA DISTRICT (CA); DIRECTING A <br />CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; <br />PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS <br />CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Council Member Lancaster asked to be recused, citing this property belonged to her. A <br />Motion to recuse Council Member Lancaster was made by Council Member Drake and seconded <br />by Mayor Hashmi. Motion carried, 7 ayes — 0 nays. <br />Planning Director Alan Efrussy said the property contained an abandoned historic church <br />and that Ms. Lancaster intended to establish a combination museum and community center. Mr. <br />Efrussy recommended the zoning change and said that the Planning and Zoning Commission <br />unanimously approved the zoning request. <br />Mayor Hashmi opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item, to please come forward. With no one speaking, Mayor <br />Hashmi closed the public hearing. <br />
