MINUTES OF THE JOINT SPECIAL CITY COUNCIL MEETING <br />AND CITIZENS CAPITAL IMPROVEMENTS PROGRAM COMMITTEE <br />OF THE CITY OF PARIS, TEXAS <br />July 29, 2013 <br />The City Council of the City of Paris and the Citizens Capital Improvement Program <br />Committee met for a joint workshop session at 4:30 p.m. on Monday, July 29, 2013, at the City <br />Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: A.J. Hashmi <br />Council Members: Aaron Jenkins; Billie Lancaster; John Wright; <br />Matt Frierson; and Cleonne Drake <br />City Staff: Gene Anderson, Interim City Manager; Kent <br />McIlyar, City Attorney; Janice Ellis, City Clerk; <br />Shawn Napier, City Engineer; and Alan Efrussy, <br />Planning Director <br />CIP Committee: Ruth Ann Alsobrook; Brad Archer; J.D. Davidson; <br />and Charles Richards <br />Absent: Council Member: Richard Grossnickle <br />Opening Agenda <br />Call meeting to order. <br />Mayor Hashmi called the meeting to order at 4:30 p.m. <br />2. Discuss infrastructure improvements in the City. <br />Mayor Hashmi referred to the first 23 projects and explained they would be departing <br />later for a tour of those places. <br />City Engineer Shawn Napier presented maps and handouts. Planning Director Alan <br />Efrussy gave a brief overview of certificates of convenience and necessity (CCN), water sewer <br />utility systems, capital improvements plan and comprehensive plan. Mr. Efrussy also said they <br />reviewed the current land use plan when taking into consideration the utility system. Mr. Napier <br />presented water and sewer maps reflecting the service areas as related to the CCN. Mayor <br />Hashmi inquired if the City would have to go into rights -of -way on the 23 projects and Mr. <br />Napier that was not determined yet. KSA Representative Tracy Hicks said if the sewer line was <br />real deep they might have to do the entire road instead of patching. He also said the list of <br />priorities was based on water and sewer line condition. <br />
