Special Council Meeting <br />July 29, 2013 <br />Page 2 <br />City Council and Committee Members departed for a tour at 4:53 p.m. and returned to <br />Council Chambers at 6:04 p.m. <br />Mayor Hashmi said it was his understanding that some projects were not on the list, <br />because the City had not received complaints regarding dirty water. He asked that it be <br />publicized for citizens to call the City and log in a complaint if they had problem with dirty <br />water. Mayor Hashmi also said he would like to see how much money had been spent the last <br />three years with regard to water and sewer problems on the on the 23 projects. Mr. Davidson <br />inquired if the 23 projects would take the full amount of money. Mr. Hicks replied if all of the <br />streets were going to be reconstructed it would take all of the money. Mr. Davidson pointed out <br />there were several streets which did not have very many houses on them. <br />Mayor Hashmi said it was his hope that in instances where the City did not have rights - <br />of- way those citizens would give the rights -of -way, so that their water and sewer lines could be <br />replaced and then the City would not have to dig up any of the streets. Council Member Wright <br />suggested that citizens could take that as a deduction on their taxes. Ruth Alsobrook inquired <br />about the budgeted amount for street repair. Mr. Anderson said it was $200,000 plus. Mayor <br />Hashmi said that would be a savings for the project and Ms. Alsobrook added there would be a <br />savings in in staff overtime once the lines were replaced. Mayor Hashmi said another cost <br />effective measure would be to use hot chip seal on some of the streets. Ms. Alsobrook agreed, <br />but said not on heavy traveled streets. Council Member Frierson said he liked the ranking of the <br />projects, but that street estimates were not exact due to the criteria. Council Member Wright said <br />they should stick with water and sewer projects at this time. Council Member Lancaster said she <br />wanted to look at some other lines in her neighborhood. <br />Brad Archer said you never want to handle material twice and it looked like that is what <br />would happen. He suggested going under the streets by putting in bores, which means streets <br />would not have to be torn up. He said boring was a process that pushed the old line out while <br />putting in the new line at the same time. Mr. Napier said that might be the alternative when the <br />street is a good street. Ms. Alsobrook stated the tour made her realize how desperately repairs <br />were need in north and west Paris. Based on the criteria and discussions of the meeting, Mayor <br />Hashmi asked that the CIP Committee to put together a priority list and bring it back with <br />recommendations. Council Member Wright asked they take into consideration the number of <br />houses on streets. <br />It was a consensus to schedule a joint session for Tuesday, August 13 at 5:30 p.m. <br />3.
