MINUTES OF THE JOINT SPECIAL CITY COUNCIL MEETING <br />AND CITIZENS CAPITAL IMPROVEMENTS PROGRAM COMMITTEE <br />OF THE CITY OF PARIS, TEXAS <br />August 13, 2013 <br />The City Council of the City of Paris and the Citizens Capital Improvement Program <br />Committee met for a joint workshop session at 5:30 p.m. on Tuesday, August 13, 2013, at the <br />City Council Chamber, 107 E. Kaufman, Paris, Texas. <br />Present: Mayor: A.J. Hashmi <br />Council Members: Billie Lancaster; John Wright; Matt Frierson; <br />and Cleonne Drake <br />City Staff: Gene Anderson, Interim City Manager; Kent <br />Mcllyar, City Attorney; Janice Ellis, City Clerk; <br />Shawn Napier, City Engineer; and Alan Efrussy, <br />Planning Director <br />CIP Committee: Brad Archer; J.D. Davidson; and Charles Richards <br />Absent: Council Members: Aaron Jenkins and Richard Grossnickle <br />Opening Agenda <br />1. Call meeting to order. <br />Mayor Hashmi called the meeting to order at 5:30 p.m. <br />2. Discuss infrastructure improvements in the City. <br />City Engineer Shawn Napier presented a list of the top 48 projects and said they were <br />A/B categories. He said the water and sewer crew had rated the worst lines based on the fact that <br />75% of the work orders were sewer stops. Mr. Napier stated that Pine Bluff had the most water <br />and sewer problems. He also said the cost for Pine Bluff was lower, because it was longer. <br />Mayor Hashmi inquired if there were places in which more money was spent and if those places <br />were not on the list. Mr. Napier said they had not looked at that. Mr. Napier referred to one <br />project list he had that contained no addresses, but the lines were in bad enough shape that they <br />needed to be repaired. Mayor Hashmi confirmed with Mr. Napier there were some major pipes <br />that were not on the primary list. <br />Citizen Don Wilson said he had experienced a sewer problem over the weekend and the <br />layout shows that all of the line is to be replaced, but he did not think that was correct. Mr. <br />Wilson suggested they let the guys doing the work show them which lines need to be replaced. <br />Mr. Napier said that is where the list was originated and one of the problems in that area was that <br />the pipes were cast iron. Mayor Hashmi emphasized that there needs to be a careful assessment <br />to determine issues like Mr. Wilson was referencing. Mr. Wilson said when the crews fixed the <br />
