DRAFT <br /> <br />F:kAttorney\LisakResolutions\CURRENTkPD Asbestos Removal Proposal Res.wpd <br /> February 7, 2003 <br /> <br />RESOLUTION NO. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />PARIS, TEXAS, AUTHORIZING THE CITY MANAGER AND THE CITY <br />ENGINEER TO SOLICIT PROPOSALS AND NEGOTIATE A CONTRACT <br />IN ACCORDANCE WITH STATE LAW FOR ASBESTOS REMOVAL AT <br />THE UARCO BUILDING, WHICH WILL BE CONVERTED TO A LAW <br />ENFORCEMENT CENTER FOR POLICE, COURT, AND JAIL <br />FACILITIES; AND SIMILARASBESTOS REMOVAL AT THE CITY HALL <br />/OLD CENTRAL FIRE STATION; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br /> WHEREAS, the City Council of the City of Paris did heretofore, on the 1 st day of May, <br />2000, in Resolution No. 2000-058, authorize the execution of a professional services contract with <br />Brinkley Sargent Architects for the performance of a needs assessment study and plan for a police <br />and municipal courts center for the City of Paris; and, <br /> <br /> WHEREAS, the City Council did heretofore, on the 13th day of November, 2000, in <br />Resolution No. 2000-160, accept and approve such study and authorize the City Manager and City <br />Attorney to negotiate and the Mayor to execute a professional services contract with Brinkley <br />Sargent Architects for preliminary design and planning services in furtherance of a potential new <br />Police and Municipal Courts facility; and, <br /> <br /> WHEREAS, the City Council did heretofore, on the 8th day of April, 2002, in Resolution <br />No. 2002-068, authorize the City Manager to execute a Real Estate Purchase Agreement for the <br />purchase of property located at Collegiate Drive and Clarksville Street, known as the "UARCO" <br />property; and, <br /> <br /> WHEREAS, as part of the City's due diligence on the "UARCO" property, the City <br />contracted with ETTL Engineers and Consultants to perform site assessments, including an asbestos <br />survey; and, <br /> <br /> WHEREAS, ETTL advised the City of Paris during such due diligence process that asbestos <br />had been located in certain accessible areas of the "UARCO" building, and the City Engineer and the <br />City Manager have requested the City Council to authorize the solicitation of requests for proposals <br />for asbestos removal at the UARCO building; and, <br /> <br /> <br />
