Judge Superville discussed the development of an emergency medical plan by the
County, which is to be completed by March 1, 2003. The County hired Ginger Cooke to
help with the development of the plan.

Mr. Bethel states we need to have one emergency plan for the County and City, which
now there is, one for the City and one for the County.

Dr. Strum states there is a difference in getting volunteers in a natural disaster than a
planned attack with smallpox or anthrax. In a planned attack there wouldn't be
volunteers.

Judge Superville states that it might be good for the board to be the spokes person.

Mr. Bethel states the Health Department is a part of the City of Paris and Lamar County's
emergency plans.

Dr. Kraft states that the board should coordinate the emergency plans and that he will
contact the following, for the name of an emergency contact person.
City of Paris
Lamar County
Schools
Hospitals
Industries
Health Department
Red Cross
Volunteer Fire Departments
Salvation Army
Mark Homer's Office
Small Cities within the County
ONCOR
Utilities
Department of Public Safety
Churches

Mr. Bethel reports that the mosquito spraying equipment will be inspected by the State
this summer. There is one truck and the spray machine is 20 years old. A new machine
will cost $5000.00 but it is not in the Health Department's budget. Health Department
will start spraying in April.

Dr. KraR states to wait to see how the inspection turns out.

Mr. Bethel states the Health Department's EKG machine is not working and asked if
anyone has a used EKG machine to donate.
