Regular City Council Meeting <br />February 10, 2003 <br />Page 13 <br /> <br />Resolution No. 2002-026, granting a petition for annexation of certain territory <br />consisting of 11.316 acres, more or less; making other findings and provisions <br />related to the subject, and providing for an effective date, was presented. A <br />motion was made by Councilman Plata, seconded by Mayor Pro Tem Manning, <br />for approval of the resolution. The motion carried 7 ayes, 0 nays. <br /> <br />ORDINANCE NO. 2002-005 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, <br />PARIS, TEXAS, PROVIDING THAT THE CODE OF ORDINANCES OF THE <br />CITY OF PARIS BE AMENDED BY REVISING SECTION 26-1 OF SAID <br />CODE TO AUTHORIZE THE STAFFING LEVELS <br />DEPARTMENT; REPEALING ALL ORDINANCES <br />ORDINANCES IN CONFLICT HEREWITH; AND <br />EFFECTIVE DATE, WAS PRESENTED. <br /> <br />OF THE POLICE <br /> OR PARTS OF <br />DECLARING AN <br /> <br />Karl Louis, Police Chief, came forward explaining that they had looked into a <br />shift staffing different from what they have had in the past in order to help in <br />officer retention, to increase morale in the department, and hopefully to give the <br />officers an opportunity to work off-duty j obs. Chief Louis said this would entail <br />changing their shifts. They now work five eight-hour days. With the shift <br />change, they will work three twelve-hour shifts one week, three twelve-hour <br />shifts the next week, and one eight-hour day. Chief Louis said they were working <br />eighty hours in the two-week pay period and it will not cost the city anything. <br />This will give the officers three days off one week and four the next week. He <br />said this would allow every officer in the department to be off at least one <br />weekend day with their families. Mr. Louis explained that their call intake has <br />gone up over the last few years; the arrest rate has gone up; and due to the <br />economics, the city has lost some positions. The officers are working harder and <br />doing more; they are under more stress; and he is starting to have officer <br />retention problems. He advised that he has five officers in the process of leaving. <br />He said he sent several officers to Sherman and other departments to ascertain <br />how the shift schedule worked. Chief Louis said more and more police <br />departments are going to this and every department they went to say the officers <br /> <br /> <br />
