Regular Council Meeting <br />November 11, 2013 <br />Page 2 <br />Consent Agenda <br />Mayor Hashmi inquired of Council Members if they wished to pull any items from the <br />Consent Agenda for discussion. Council Member Drake asked that the minutes of October 28 be <br />corrected to reflect the name of Mrs. Clifford instead of Mrs. Drake. Subject to correction of the <br />minutes, a Motion to approve the Consent Agenda was made by Council Member Wright and <br />seconded by Council Member Drake. Motion carried, 7 ayes — 0 nays. <br />5. Approve the minutes from the City Council meetings on October 21, 2013 (special) and <br />October 28, 2013 (regular). <br />6. Receive reports and/or minutes from the following boards, commissions, and committees: <br />a. Historic Preservation Commission (10 -7 -2013 and 10 -9 -2013) <br />b. Airport Advisory Board (9 -19 -2013) <br />7. Approve change for meeting dates in the months of November and December. <br />Regular Agenda <br />Receive presentation from First United Methodist Church regarding a downtown <br />beautification project. <br />Mayor Hashmi said he requested this agenda item following a meeting with members of <br />First United Methodist Church. He said they had some good ideas about partnering with the City <br />for a beautification project downtown. Pastor Rob Spencer depicted a slide show of sketches for <br />a downtown park in place of a vacant parking lot, which included a walking trail and a splash <br />pad. Earl Erickson referenced the citizen's survey for parks and recreations, specifically that the <br />splash pad was ranked #2 by citizens. Mayor Hashmi explained the church had a fairly large <br />amount of money, but anyone could contribute to this project. He said the church's concern was <br />getting the water to the location and supply of water. He said if Council was in agreement, he <br />would like for Mr. Godwin to explore funding possibilities to assist with this project. Pastor <br />Spencer added that they had discussed the painting of murals on the surrounding and had spoken <br />with several owners. He said they would like to have the splash pad in by summer. City Council <br />expressed support for this project and asked Mr. Godwin to review finances in an effort to assist <br />with this project. <br />9. Discuss, conduct a public hearing and act on AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING ZONING ORDINANCE <br />NO. 1710 OF THE CITY OF PARIS, TEXAS, AS HERETOFORE AMENDED, SO AS <br />TO REZONE LOTS 2,16 AND THE EASTERN HALF OF LOT 3 AND 17 OF THE <br />WARRANT ADDITION, BLOCK 1, BEING LOCATED AT 1710 BONHAM STREET, <br />IN THE CITY OF PARIS, LAMAR COUNTY, TEXAS, FROM A ONE - FAMILY <br />DWELLING DISTRICT NO. 2(SF -2) AND A TWO - FAMILY DWELLING DISTRICT <br />(2F) TO A COMMERCIAL DISTRICT (C) WITH A SPECIFIC USE PERMIT (55) <br />
