Regular Council Meeting <br />November 11, 2013 <br />Page 3 <br />FOR SELF- STORAGE/MINI WAREHOUSES; DIRECTING A CHANGE <br />ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; PROVIDING A <br />REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A <br />PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Mr. Efrussy said the Planning and Zoning Commission approved this request, but earlier <br />in the day staff had received a phone call from applicant Skylar Burchinal regarding some <br />changes. Mr. Efrussy said staff recommended that this item be tabled to December 2nd. <br />A Motion to table this item was made by Council Member Drake and seconded by <br />Council Member Lancaster. Motion carried, 7 ayes — 0 nays. <br />10. Discuss, conduct a public hearing and take action on the petition for Mike and Stephanie <br />Hall for a change in zoning from a Heavy Industrial District (HI) and Commercial <br />District (C) to a One - Family Dwelling District No. 2 (SF -2) on Lots 3 and 4 of City <br />Block 154, and a change in zoning from Heavy Industrial District (HI) to Light Industrial <br />District (LI) on Lot 2, City Block 154, all lots located in the 600 to 1000 Block of West <br />Washington Street. <br />Mr. Efrussy explained that applicants Mike and Stephanie Hall submitted a new zoning <br />application and required additional time to coordinate with their engineer and city staff to further <br />address several technical topics. Mr. Efrussy said Planning and Zoning tabled this item at the <br />request of staff and his recommendation was that the Council table this item to a date uncertain. <br />A Motion to table this item was made by Council Member Frierson and seconded by <br />Council Member Drake. Motion carried, 7 ayes — 0 nays. <br />11. Discuss, conduct a public hearing and act on ORDINANCE NO. 2013 -037: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE LOTS 12 AND 13, CITY <br />BLOCK 327, BEING LOCATED IN THE 3400 BLOCK OF N.W. LOOP 286, IN THE <br />CITY OF PARIS, LAMAR COUNTY, TEXAS, FROM A ONE - FAMILY DWELLING <br />DISTRICT NO. 2 (SF -2) TO A LIGHT INDUSTRIAL DISTRICT (LI); DIRECTING A <br />CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF THE CITY; <br />PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS <br />CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. <br />Mayor Hashmi opened the public hearing and asked for anyone wishing to speak in <br />support or opposition of this item, to please come forward. With no one speaking, Mayor <br />Hashmi closed the public hearing. <br />Mr. Efrussy said the applicant was requesting industrial development use, in addition to <br />industrial recruitment functions and an application was also in the process of being submitted for <br />
