THIS INCLUDES NOTIFYING DIG TEST OF LOCATIONS WHERE <br />PUBLIC WORKS PERSONNEL NEED TO DIG TO REPAIR WATER <br />LINES. <br /> <br />IT IS NOT FEASIBLE FOR LESS THAN TWO PERSONS PER SHIFT TO <br />CONSISTENTLY INSURE A SAFE AND ADEQUATE WATER SUPPLY <br />FOR THE PUBLIC AT ALL TIMES AND UNDER ALL CONDITIONS. A <br />SINGLE PERSON ON DUTY COULD POSE A RISK TO PUBLIC HEALTH <br />AND SAFETY OR FAILURE TO MEET STATE AND FEDERAL <br />REQUIREMENTS UNDER SOME CIRCUMSTANCES. WE MUST <br />ADEQUATELY STAFF THE TREATMENT PLANT AT ALL TIMES TO <br />INSURE THE PUBLIC IS NEVER EVEN POTENTIALLY PLACED IN <br />JEOPARDY. <br /> <br />City Manager Malone said that many comments made in those documents also <br />relate to the manning of the wastewater treatment plant and recommendation <br />number 5 by Councilman Plata was to cut operators manning the wastewater <br />treatment plant from 2 people per shift to 1 person per shift. <br /> <br />The City Manager said that some of the plants in some of the other cities are <br />being compared to our plants, even though we have not been to see them, are <br />not the same type plants. He said that they are not of the same complexity and <br />they do not require the same vigilance and operation as the city's. City <br />Manager Malone explained that the operations of these systems are complex. <br />He said that these comparisons cannot be made in such a simplified manner <br />without spending money on consultants to do a real comparison in detail.
