City Council Water & Sewer Subcommittee <br />May 15, 2003 <br />Page 17 <br /> <br />City Manager Malone said it is not wise to cut personnel. He said there are a <br />couple of recommendations to cut personnel from both of these plants. He said <br />that Mr. Plata's Recommendation No. 8 is to eliminate personnel from lift <br />stations. He said that Mr. Campbell has got very detailed information to <br />account for all of the man hours involved in the operation of the lift stations <br />system. He said it is not feasible at all to eliminate the lift station crews and <br />depend on the other maintenance personnel at the water and wastewater plant <br />to take over those duties. He said it is not practical and it is not reasonable. <br />Mr. Malone said cutting those personnel would result in a very critical <br />situation where we have been threatened with penalties in the past. The city <br />has had penalties in the past and at this time the city has that situation under <br />control and those lift stations are being maintained. City Manager Malone said <br />that Mr. Plata was comparing Paris to some of these other cities who also have <br />personnel manning their lift stations and have other ways of addressing that <br />maintenance, and that some of those cities do not have lift stations the size of <br />the ones that Paris has. He said that Paris has tremendous facilities that move <br />a lot of wastewater, and if you make a mistake, it can be costly. He said that <br />those employees that the city has on the lift station crew are doing a great job. <br />He said that they have been maintaining the system in such a way that all they <br />really have to worry about is lightning storms and pieces of trash getting in <br />there and stopping up the pumps. He said we have a high degree of <br />competence and a high degree of maintenance. He said that our lift station <br />crew know the pumps and they know the parameters. He said that they know <br />when the pumps are pumping, and what they should be doing. They know how <br />the maintenance is supposed to be done, and they know when the equipment <br />is performing correctly. He said that these employees know how to work on <br />them along with knowing what type equipment is needed to work on them. <br /> <br />Mr. Campbell passed out a spread sheet where the first three pages are for those <br />lift stations at the locations across the top and went over it with the committee. <br />He discussed the FEB as an example where they spent 121 man hours doing <br />pump repairs and preventive maintenance. He said the 11.2% on the <br />spreadsheet is the amount of time at that particular station where the pump <br />repairs were performed and preventive maintenance, and if you read down the <br /> <br /> <br />
