HOUSING AUTHORITY OF THE CITY OF PARIS
BOARD OF COMMISSIONERS MEETING
100 GEORGE WRIGHT HOMES
March 18, 2003
12:30 p.m.

Vice Chairman JeffHoog called the meeting to order at 12:32 p.m. with the following Board
members present: Lillian Brooks, Kathleen Edge, and Annette Grant. Also attending were
Resident Board Members: J.L. Giles, Mary Hughes, Glynese Cooper, Lillian Brooks, Executive
Director Denny Head, and Legal Council T.K. Haynes.

Vice Chairman Jeff Hoog asked for a motion to accept the minutes from the February Board of
Commissioner's meeting. Motion was made by Kathleen Edge and seconded by Annette Grant.
Motion was unanimous 4-0.

Executive Director Denny Head presented the Directors Report. Denny informed the
commissioners that Assistant Manager Sally Gibson and himself would be traveling to Ada,
Oklahoma to visit with Ron Urlaub who is the PHA's accountant. Denny informed the board of
funds and updated the board about the public housing vacancies. Denny informed the board that
the PHA should be finished with the MOA and that it should have been completed in the end of
February. Denny reported that there has been no response from HUD at this time. Denny sent a
letter to Roman Polomares in reference to him coming to the Paris Housing Authority to conduct
a reformatory review to remove the Paris Housing Authority from a "troubled status". Denny
Head explained that by being placed in a "troubled agency" status, this adds additional work as
well as paperwork for the PHA staff. Board members expressed their concerns in reference to the
PHA not getting positive results from Roman Polomares and Eileen Rogers. Kathleen Edge and
Vice Chairman Jeff Hoog commented that whoever is above Eileen Rogers and Roman
Polomaries should be contacted to inform them of the positive changes that have been made at
the Paris Housing Authority and the lack of response from both Roman Polomaries and Eileen
Rogers.

Denny expressed his concerns concerning the changing of the minimum rent from $25.00 to
$50.00 would pose a problem to the residents in public housing. Denny stated that if residents
have trouble paying the $25.00 minimum fee, then they would certainly have a problem paying
the $50.00 fee and that would result in people moving out and our vacancies to go up. Denny
informed the board that he has written a letter to Senator Kay Bailey Hutcheson expressing his
concerns.

Project SAVE will be moving their office from the Clovis Graves Community building, to the
community building at George Wright Homes. This move will allow residents from George
Wright to receive the services offered by Project SAVE.
