LEGAL NOTICE Call for Proposals City of Paris HISTORICAL SURVEY PUBLISH PARIS NEWS DATE: July 17, 2003 DATE: July 24, 2003 Phase I: A B. Phase II: A. Commercial Define the historic character of Paris Review and update to 2010 the Paris Commercial Historic District Survey of 1985 1. Expand to include the new City of Paris Historic District boundaries of 2003 2. Identify other commercial stand-alone structures in the City Develop a City of Paris Preservation Plan for historic commercial properties, including review of present related ordinances; commercial design and development standards and guidelines with illustrations and examples; tax incentives; city marker program; opportunities for economic development; and a public presentation to commissioners and government leaders. Website development Education, including seminar for property owners, teaching aids and presentations Submit copies of this report, prepared to Texas Historic Commission guidelines, including photos, physical descriptions and mapped locations of properties, to City of Paris leaders and THC. Prepare grant application for Phase II. Residential Review and update to 2010 two residential National Register Districts of 1985 1. Identify eligible stand-alone properties city-wide 2. Identify potential new districts in the City Develop a City of Paris Preservation Plan for historic residential properties, including review of City preservation standards, working with the Buildings and Standards Commission and Planning and Zoning Commission; design and development guidelines for residential areas; tax incentives; city marker program, and working with local non- profits for revitalization of these neighborhoods. Add residential survey information to website Education, including seminar for Realtors, creation of audio/visual for students, clubs and organizations. Submit copies of this report, prepared to Texas Historic Commission guidelines, as in Phase I.
