NIINUTES <br />REGULAR MEETING OF THE <br />PLANNING AND ZONING COMMISSION TUESDAY, SEPTEMBER 2, 1997 <br />The Planning and Zoning Commission met Tuesday, September 2, 1997 at 5:30 in the City <br />Hall - Council Room, Paris, Texas with the following members present: <br />1. Reeves Hayter - Chairman 5. Marshall Kent <br />2. Curtis Fendley 6. Joe McCarthy <br />3. Bobby L. Myers 7. Cesar Horta <br />4. Michael Dangerfield <br />Earl Smith, the City Engineer, was also present. <br />The meeting was called to order by Reeves Hayter. <br />1. The minutes from the July 7, 1997, planning and zoning meeting were approved <br />with a motion by Bobby L. Myers and seconded by Joe McCarthy. The motion <br />carried by a vote of 5 ayes and 0 nays. <br />2. Public Hearing to consider the petition of Douglas D. Cruise for a change in <br />zoning from a One - Family Dwelling District No. 2 (SF -2) to a One - Family <br />Dwelling District No. 3 (SF -3) With Specific Use Permit (39) Mobile Home, <br />Lot 13 -A, City Block 229, located at 545 S.W. 15th. <br />The public hearing was declared open. <br />Mr. Douglas Cruise, owner of the property, spoke in favor of the zoning change <br />stating that he wants to live in the mobile home himself. Mr. Cruise stated that <br />mobile homes exist on 13th S.W. <br />Ms. Jack Thompson, 546 13th S.W., was in opposition to the zoning change. She <br />is afraid that a mobile home will devalue property. A letter of opposition was <br />presented by Ms. Harry Vaughan, 524 13th S.W. <br />Ms. Jack Thompson stated that the existing mobile home that Mr. Cruise spoke of <br />are not mobile homes, but, in fact, are houses. <br />No further opposition, the public hearing was declared closed. <br />Motion was made to deny the zoning change. Motion was made by Marshall Kent <br />and seconded by Bobby Myers. The motion carried by a vote.of 4 ayes and 1 nay, <br />with Joe McCarthy voting nay. - <br />Curtis Fendley arrived. <br />
