PLANNING AND ZONING COMMISSION MEETING <br />October 6, 1997 <br />The Planning and Zoning Commission met Monday, October 6, 1997 at 5:30 in the City <br />Hall - Council Room, Paris, Texas with the following members present: <br />1. Reeves Hayter - Chairman 5. Bobby L. Myers <br />2. Michael Dangerfield 6. Marshall Kent <br />3. Eva Flenniken 7. Curtis Fendley <br />4. Louis Yates, Jr. 8. Cesar Horta <br />Earl Smith, the City Engineer, was also present. <br />The meeting was called to order by Reeves Hayter. <br />1. The minutes from the September 2, 1997, regular planning and zoning meeting <br />were approved with a motion by Curtis Fendley and seconded by Michael <br />Dangerfield. The motion carried by a vote of 8 ayes and 0 nays. <br />2. Public Hearing to consider the petition of Ricky Ellis for a change in zoning <br />from a Heavy Industrial District (HI) to a One - Family Dwelling District No. <br />3 (SF -3) With A Specific Use Permit (39) Mobile Home, Lot 13, City Block <br />171, located at 1345 S.W. 4th. <br />The public hearing was declared open. <br />Ricky Ellis, spoke in favor of the zoning change stating that he wants a mobile <br />home because it suits his budget and is much easier. <br />Tom Wells, attorney, representing Rogers -Wade and others opposed the change of <br />zoning and especially mobile home. They feel that a mobile home in this location <br />sets bad precedent with there being lots of noise, truck traffic, etc. and may not be <br />very safe for a home. <br />Motion was made to deny the zoning change. Motion was made by Curtis Fendley <br />and seconded by Bobby L. Myers. The motion carried by a vote of 6 ayes and 2 <br />nays. <br />No further opposition, the public hearing was declared closed. <br />3. Review Site Plan for Planned Development (PD), Lot 1, City Block 287, <br />located at 3300 Lamar. <br />Alan Boyd spoke in favor of approving the site plan. A motion was made by <br />Curtis Fendley to approve the Site Plan subject to the City Engineer's Memo dated <br />
