js-0 MINUTES REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION MONDAY, APRIL 7, 1997 The Planning and Zoning Commission met Monday, April 7, 1997 at 5:30 in the City Hall - Council Room, Paris, Texas with the following members present: 1. Reeves Hayter - Chairman 5. Nadine Ausbie 2. Eva Flenniken 6. Louis Yates, Jr. 3. Bobby L. Myers 7. Curtis Fendley 4. Cesar Horta Earl Smith, the City Engineer, was also present. The meeting was called to order by Reeves Hayter. 1. The minutes from the March 3, 1997, regular council meeting were approved with a motion by: Cesar Horta and seconded by Bobby L. Myers. The motion carried by a vote of 7 ayes and 0 nays. 2. Public Hearing to consider the petition of Ozie Battle for a change in zoning from a Two Family Dwelling (2F) District to Commercial (C) District, Lots 4A -5B, City Block 44 -A, located in the 100 Block of N.W. 4th. The public hearing was declared open. Ozie Battle spoke favorably of the petition to rezone lots to sell to future owner to use as a Bar -B -Que stand. Ms. Scott of 118 N.W. 4th and 4 other neighbors whom she represented opposed a restaurant in this location and felt that traffic would also be a problem. No further opposition, public hearing was declared closed. A motion was made to deny rezoning to Commercial District. Motion was made by Curtis Fendley and seconded by Reeves Hayter. The motion carried by a vote of 6 ayes and 1 nay. 3. Public Hearing to consider the petition of Goldie Thomas Welch for a change in zoning from a Commercial District to Commercial With Specific Use Permit (52), Signs and Billboards District, Lot 21, Block 315, located at 4455 Lamar Avenue. The public hearing was declared open.
