Regular City Council Meeting <br />June 16, 2003 <br />Page 14 <br /> <br />General Fund overhead which is just a little over 12%. He advised that <br />compared to other cities it is very reasonable and as Mr. Stowe mentioned it is <br />probably lower than most of them. He said that is a genuine cost to the system <br />and he did not think the Council could ignore that theoretically and accurately <br />report the cost to the Water and Sewer Fund. Mr. Anderson stated that the <br />morale of the employees had been adversely affected since there is the possibility <br />that some of them will not have a j ob. Mr. Anderson thought that the sooner the <br />Council can address these issues the better employee morale would be. <br /> <br />Councilman Bell asked Mr. Anderson if it is possible for him to give the City <br />Council a printout telling the Council how much money has been transferred to <br />the General Fund from the Water and Sewer Fund over the last 10 or 15 years. <br />Mr. Anderson said he could do that pretty quickly, but it has been roughly a <br />million dollars for some time and it has not increased. The City Manager asked <br />Mr. Anderson if it has been that amount for the past five years. Mr. Anderson <br />said that the franchise fee fluctuates. Mr. Stowe said it was about 4% and it is <br />actually 3% of anticipated revenue. <br /> <br />City Attorney Schenk asked the City Council if they understood the Fair Labor <br />Standard Act. Mr. Anderson advised that he hit that pretty quickly, but <br />essentially anybody that actually works more than 40 hours a week has to be <br />paid time and one-half. Councilman Plata said he had looked at that and he <br />called Longview and talked to them, and you are correct. Councilman Plata said <br />there are other ways in dealing with the 3 ½ hours that will be paid overtime. <br /> <br />Councilman Plata said that Mr. Anderson made an incorrect statement on what <br />he said about people coming back and doing ground maintenance at the water <br />and wastewater plants. He advised that what he was saying is they will not be <br />in the water department when you transfer the employees to the Parks <br />Department. Councilman Plata said the city could use a lot of maintenance men <br />to do a lot of ground maintenance, and to him, maintenance men should not be <br />doing that type work. Mr. Anderson said that the maintenance workers at both <br />the water and wastewater plants historically have not only maintained pumps <br />and motors and that type maintenance, but as part of their job, they have also <br /> <br /> <br />
