Regular City Council Meeting <br />June 16, 2003 <br />Page 15 <br /> <br />done the ground maintenance at the facilities. Mr. Anderson said that is a cost <br />to operate the system. Mr. Anderson said even if you move those employees <br />over to the Parks Department, that work has got to be done and it is a cost that <br />should be charged to the system. <br /> <br />At 7:24 P.M. Mayor Fendley announced that the City Council would take a 10 <br />minute break. <br /> <br />Mayor Fendley reconvened the meeting at 7:35 P.M. <br /> <br />Mayor Fendley said they would move to Agenda Item No. 3.B(3), other related <br />information for the Water and Sewer Departments. <br /> <br />Herb Campbell, Director of Utilities, was present stating that he looks at this <br />from a different perspective than everybody else. He said he looks at the <br />production end. Mr. Campbell presented the City Council with a memorandum <br />with several attachments. He stated that it is his job to protect the health of the <br />citizens that the city serves. Next, they must protect the health and provide for <br />the safety of our employees; and the city must do it efficiently and as cost <br />effectively as possible. He said since the city is a service organization, it takes <br />well- trained people to perform that service. <br /> <br />Mr. Campbell told the City Council that when he was hired as Director of <br />Utilities in 1987, the City of Paris decided that it did not want to just be <br />mediocre when it came to protecting the health and safety of its citizens and <br />employees and protecting the environment. They have far exceeded that <br />expectation and continue to do so with a modern and progressive system. To <br />ensure that high quality, potable water reaches our customers we regularly <br />exceed all state and federal standards at the water treatment plant. <br /> <br />He said that "WATER IS LIFE" and nothing positive can happen in this city, or <br />any other city for that matter, without water. Water is the most important <br />resource on this planet. Good, clean, safe water is not free, even as much as we <br />would like for it to be. He said water ranks higher than air for survival of life <br /> <br /> <br />
