Regular City Council Meeting
June 16, 2003
Page 20

Councilman Plata wanted to know how many people did these cities have in the
lift stations. Mr. Campbell said that Greenville has people committed to lift
stations and the reason they do is because they are under what is called an SSI?
Program (Sanitary Sewer Improvement Program). Mr. Campbell said that some
of the others have the lift stations included in their wastewater plants and some
of them have dedicated lift stations crews. Mr. Campbell said the people who
have switched from dedicated lift station crews are rethinking their decision, and
he has talked to others such as Lewisville, where they do not have a lift station
crew, but it is not working as well as in Denton. Councilman Plata said he had
checked out all of these cities and none of them have lift station crews. Mr.
Campbell said he did not think that was true in Greenville because they work
under their SSI? Program.

Mr. Campbell advised that the next page is the Lift Station Comparison from
1987 to 2003 and there have been a lot of changes made, plus a lot of life
stations have been added. There is also a Major Equipment List for all of the lift
stations. Mr. Campbell said the next page is the Time Breakdown (Hours) for
calendar year 2002, and they went into great detail for the time breakdown. Mr.
Campbell broke down the time for three lift station people and this is a time
breakdown in hours for last year and it tells in great detail what these people do.
Mr. Campbell asked the Council to look through this breakdown and they will
see all of the things they do. Page 16 of 18 shows everything that they do
broken down by the percent of time they spend; pump repair and preventive
maintenance are the largest items and that is what he wants them to be doing.

Mr. Campbell went to the next page which shows from 1987 to the present. He
said that he can only speak for the time he has been with the City of Paris
because no one was keeping these records before he came. It was required by
law, if there were overflows in the sanitary sewer or anywhere else, like a lift
station, it is suppose to be reported. It is called a noncompliance notification
and that is what the NCN Report is. Mr. Campbell said the orange line goes
way up; but on the lower left you will see that a big dent was made in lift station
overflows during his first two years with the city. Since that time, the lift station
overflow is fiat and that is where they want to keep it. Mr. Campbell said it
