Regular City Council Meeting <br />June 16, 2003 <br />Page 21 <br /> <br />would be bad as the guys have worked long and hard keeping the city out of the <br />administrative orders to try to take that lift station crew down and put them <br />somewhere else where they will not be able to respond and do the job that they <br />are trained to do. He said if they were not doing a good job, he would be the <br />first to say let's do something else. They keep adding new lift stations, but we <br />have not added additional personnel. <br /> <br />Mr. Campbell said the next several pages show the changes that have been made <br />at the Wastewater Treatment Plant. <br /> <br />Next was the Operator Education, Training and Certification Program, Operator <br />Training and Certification Curriculum Program and he wanted the City Council <br />to know that this is what the state expects city employees to know how to do if <br />they are going to be certified operators. There were seven pages of things they <br />have to know. The following pages shows the Certified Water/Wastewater <br />Courses that they have had since 1987. Mr. Campbell said they started having <br />water and wastewater courses here since he has been with the city and they have <br />saved over $100,000.00 in training by not having to send these people out of <br />town. <br /> <br />Mr. Campbell said that he downloaded off the internet from the Texas <br />Resources Institute the last pages of his report, which was Water and <br />Wastewater Utilities Enhance System Security Malicious attacks now to be <br />addressed along with natural disasters in the new plans. Mr. Campbell said this <br />is the best synopsis that he has seen about what cities are facing as far as security <br />is concerned, and it would be good for the City Council to read this when they <br />get a chance. <br /> <br />Councilman Guest asked Mr. Campbell how much he could eliminate out of his <br />budget. Mr. Campbell stated that what he would like to do is eliminate those <br />three vacant positions, which would amount to $75,000.00 to $80,000.00. <br /> <br />Councilman Plata asked about the people working over-lapping, like on Monday <br />you have three, the next day you would have two.
