HOUSING AUTHORITY OF THE CITY OF PARIS <br />BOARD OF COMMISSIONERS MEETING <br />100 GEORGE WRIGHT HOMES <br /> AUGUST 19, 2003 <br /> 12:30 p.m. <br /> <br />Chairman James R. Poston called the meeting to order as 12:36 p.m. with the following Board <br />members present: JeffHoog, Lillian Brooks, Kathleen Edge, and Annette Grant. Also attending <br />was Executive Director Denny Head, Assistant Director Sally Gibson, and Legal Council T.K. <br />Haynes. <br /> <br />Chairman James Poston asked for a motion to accept the minutes from the July 15, 2003 Board <br />of Commissioners meeting. Motion was made by JeffHoog and seconded by Lillian Brooks. <br />Motion was unanimous 5-0. <br /> <br />Executive Director Denny Head presented the Directors Report. Denny informed the board that <br />$326,853.00 was budged for the Capital Fund for the coming year. Funds have not been <br />distributed yet but should be received by the end of September 2003. <br /> <br />Denny informed the board that Fair Housing came to the Paris Housing Authority. The Paris <br />Housing Authority was required to comply with the rules and stipulations of the Voluntary <br />Compliance Agreement. Fair Housing released the PHA from the Voluntary Compliance <br />Agreement a year and a half early. This was due to the fact that the PHA was reporting timely <br />and was taking care of the necessary issues. The Paris Housing Authority is the first housing <br />authority in East Texas to ever be released from a Voluntary Compliance Agreement in <br />Washington. This report will be forwarded to Roman Palomares. <br /> <br />Denny informed the board that several employees will be sent to SMART training in Texarkana. <br />SMART will train employees on Occupancy, Housing Quality Standards, and SEMAP, Family <br />Self Sufficiency, Rent Reasonableness, Payment Standards, Utility Allowance, Deconcentration <br />& Equal Housing Opportunities, and Quality Control. Patti Torres, Deb Ritchey, Trish <br />Pridemore, L.D. Ruthart, and Lee Taylor will be attending these training classes. <br /> <br />Denny informed the board the importance of training for Commissioners. Denny informed the <br />board that he had budgeted for Commissioner Training. Denny informed the board that he <br />would contact the board with possible training dates to see if this would agree with each <br />commissioners schedules. <br /> <br />Board Members were informed about the rules and procedures of the Community Service <br />Program. Residents in public housing are required to perform 8 of hours of Community Service <br />per month. Residents who are elderly, employed, or excused by a physician for medical reasons <br />are exempt from performing Community Services. Residents are provided with the rules and <br />regulations of the Community Service Program. Residents are also provided a list of agencies <br />that are participants in the Community Services Program. Out of 90 public housing residents <br />who are eligible to perform community service only 4 residents have responded. Each resident <br />that is eligible and does not perform their 8 hours per month will be required to work 16 hours <br /> <br /> <br />
