Regular City Council Meeting <br />August 11,2003 <br />Page 27 <br /> <br />matter. Mr. Ross said he just found out that the property has recently been <br />sold by Mr. Haynes to a giant apartment complex. He said that it is not in the <br />city, and now the city is going to lose a lot of revenue, fees, and building <br />permits plus the revenue off of both of those pieces of property. Mr. Ross <br />wanted to know why should they give a raise to the employees saying that, the <br />ones that need it, that is fine, but why does Mr. Malone and Mr. Tommy <br />Haynes deserve a raise until someone finds out why they did not annex these <br />properties like the Council instructed them to? He said that it is just not right <br />for anyone else who did not follow up with the Council's recommendation <br />back then. Mr. Ross said he also found out today that the same owner that is <br />doing the apartment complex who bought it from Mr. Haynes is the same one <br />that got the $200,000.00 grant that did Eastgate and that also came through <br />Mr. Haynes's office. He said what this looks like, maybe it just looks that <br />way, but the city gets a $200,000.00 grant to do a subdivision and some of the <br />people in town at that time did not get the chance to bid on that subdivision. <br />He said they were upset. He asked why they did not put it out for bid or <br />proposals for other landowners and other developers. Mr. Ross said that they <br />brought in a man in from Dallas. He said that now, that man has purchased <br />land from Mr. Haynes, and he would appreciate this Council looking into this <br />and finding out why the Manager did not follow up with the Council's <br />recommendation. <br /> <br />City Attorney Schenk said he was not here when the annexations were done, <br />but he did know that since he has been here, two years ago there was a Council <br />Annexation Committee appointed to look at potential annexation and at that <br />time they spent a considerable amount of time considering other potential <br />locations for annexation. <br /> <br />Mr. Ross said the City Manager should follow the directions of the Mayor and <br />Council when they tell him to do something. <br /> <br />Mr. Ross said at the Commissioner' s Court meeting last fall, he heard this man <br />present his proposal to the county. This man was bragging about the city <br /> <br /> <br />
