Regular City Council Meeting <br />August 7, 2003 <br />Page 12 <br /> <br />THE BOUNDARIES OF THE MULTIPLE-FAMILY DWELLING DIS TRICT <br />NO. 1 (MF- 1) SO ESTABLISHED; PROVIDING FOR A PENALTY NOT TO <br />EXCEED $2,000.00; REPEALING ALL ORDINANCES OR PARTS OF <br />ORDINANCES IN CONFLICT HEREWITH; AND DECLARING AN <br />EFFECTIVE DATE, WAS PRESENTED. <br /> <br />A motion was made by Councilman Plata, seconded by Councilwoman Neeley, <br />for adoption of the ordinance. The motion carried 6 ayes, 0 nays. <br /> <br />Mayor Fendley declared the public hearing open to consider the petition of <br />Gary Ensey for a change in zoning from an Agricultural District (A) to a <br />Multiple-Family Dwelling District No. 1 (MF- 1) on Lots 6 and 7, Block E, East <br />Suburban Estates Addition, being located in the 1200 Block of Mockingbird <br />Lane. <br /> <br />Mayor Fendley called for proponents to appear, and none appeared. <br /> <br />Mayor Fendley called for opponents to appear, and Johnny Lee, 1205 <br />Mockingbird, spoke in opposition to the petition stating his concern was for the <br />children in the area. With the increased traffic he felt it would create a <br />dangerous situation because of the narrow street. Mr. Lee also felt this would <br />devalue the property. He expressed his concern regarding natural gas lines that <br />run across the lots. <br /> <br />Lynn Coursey, 1220 Mockingbird, which is directly across the street from the <br />property in question said she agreed with Mr. Lee regarding the traffic problem <br />for their street. Ms. Coursey said the street is narrow and to bring in multiple- <br />family housing units would create 10 to 15 cars going up and down their <br />streets. She said this is a dead-end street which would create another hazard. <br />Ms. Coursey said this would also decrease their property value. <br /> <br />No one else appeared, and the public hearing was declared closed. <br /> <br /> <br />
