Regular City Council Meeting <br />August 7, 2003 <br />Page 13 <br /> <br />City Manager Malone presented an ordinance amending Zoning Ordinance No. <br />1710 changing the zoning from an Agricultural District (A) to a Multiple- <br />Family Dwelling District No. 1 (MF- 1) on Lots 6 and 7 Block E, East Suburban <br />Estates Addition, located in the 1200 Block of Mockingbird Lane. <br /> <br />A motion was made by Councilman Bell to deny the zoning change. The <br />motion was seconded by Councilman Plata, and carried 6 ayes, 0 nays. <br /> <br />Mayor Fendley said the petition of Ronald Kyle for a change in zoning from a <br />Commercial District ©) to a Commercial District©) With Specific Use Permit <br />(52) Signs and Billboards on Lot 26, City Block 296 had been tabled and a <br />motion to bring it from the table was in order. A motion was made by <br />Councilman Guest, seconded by Councilman Plata, to bring the above item <br />from the table. The motion carried 6 ayes, 0 nays. <br /> <br />Mayor Fendley declared the public hearing open and called for proponents to <br />appear. Ron Kyle, 3140 Stacy Lane, came forward stating that he requested <br />a permit to put up an electronic billboard on this property, which would be the <br />convenience store there on the corner next to the Victorian Inn. He said he <br />knew there is a lot of opposition to his petition, but he thought this was <br />progress, and it is already zoned Commercial. He stated that he was looking <br />for a permit to put the sign up. Mr. Kyle said he has checked on this congested <br />area as for as this intersection is concern and the insurance people do not have <br />any records of ever having an accident claim against a billboard sign in a car <br />accident. Mr. Kyle stated that the record of all studies show that where <br />billboards are the drivers are more aware of what is going on around them; <br />therefore, it reduces the amount of accidents. <br /> <br />Regarding the Victorian Inn, Mr. Kyle said the sign will be above their rooftop <br />and sign, and there are no windows in the back of the building that is next to <br />the convenience store and he could not see a big problem. Mr. Kyle said the <br />sign will have an approximate value of $50,000.00 with a tax base of about <br />$1,500.00. This would bring PISD about $750.00 in taxes per year. <br /> <br /> <br />
