Regular City Council Meeting
August 7, 2003
Page 14

Depending on the number of people who get on the sign the City of Paris could
see taxes of $350.00, $700 or perhaps $1,500 per year.

Mr. Kyle said he has over 50 merchants who have expressed interest in
advertising on this sign. He said the sign is 8'x 22" going up to 30' high.

Mayor Fendley called for opponents to appear, and Ray Banks, 3450 Robin
Road, was present stating that he has lived within view of that intersection for
over 20 years and that intersection has always been very dangerous. There
have been numerous accidents there with some fatalities. Mr. Banks disagreed
with Mr. Kyle that billboards make the streets safer. If that was the case every
freeway in Dallas would be covered with billboards, but he believes that
billboards are made to attract the attention of the traveling public and if you are
looking at a billboard, you cannot be looking at the road at the same time. Mr.
Banks said in regard to the taxes involved, one accident would be a lot more
tragic than the benefit that we might receive from the sign. Mr. Banks
requested that the City Council follow the Planning and Zoning Commission' s
recommendation and deny this request.

Rashmi Patel, Manager and President of the Victorian Inn, said he has been
managing Victorian Inns for about 14 years. He said that several of his
neighbors made a lot of comments against the billboard being placed at this
location. One of those was the Church of Christ and he made remarks
regarding the seniors getting confused at that intersection and standing still
while the other side goes green. Mr. Patel said he had comments previously
that this certainly, in his opinion, will take away from the Victorian Inn's
prospective to attract the business at the proximity, which is about 20 feet. He
said one of problems that he has is the lights from the billboard. When you are
going to choose a motel, you will choose one that looks peaceful and quite, not
where the lights are. Mr. Patel said this is an electronic sign and it could have
motors and moving parts and that would be clicking sounds coming from the
sign. Mr. Patel said he did not protest just for the fun of it, but he sees this
creating a situation for him by the lack of business meaning a devaluation of
