Regular City Council Meeting <br />August 7, 2003 <br />Page 6 <br /> <br />City Council the maximum flexibility in considering the budget, tax rates, and <br />public hearings. One of the things that they needed to do with the time they <br />have remaining is to determine what directions the City Council wanted to go <br />with regard to setting future meetings to discuss the budget, or give staff <br />directions as to information that they would like provided. He said as this <br />process proceeds, staff might wish to make additional recommendations or the <br />City Council might wish for staff to consider other alternatives and we will be <br />pleased to do so. <br /> <br />Mayor Fendley said since the Council has just received the budget and has not <br />had time to look at the detail they will go to Agenda Items 5A, B, C, D & E. <br />He asked City Attorney Schenk to address those items. <br /> <br />City Attorney Schenk advised that they place discussing and considering <br />budget issues on every agenda during this time frame so that there is a proper <br />posting to be able to do what you want to do in each meeting. <br /> <br />City Attorney Schenk said that the first item allows the Council to engage <br />discussion this evening to whatever degree they wanted to on the budget as was <br />presented by the City Manager. The second item, 5B, is to receive input this <br />evening from interested citizens who want to make comments on the budget as <br />this is a posted public hearing and they have always made provisions to allow <br />comment especially in the early process of considering the budget. He advised <br />the Council that if specific amendments come to mind this evening they should <br />bring them forward under 5C. The City Attorney asked that Council consider <br />under 5D to set dates for budget work sessions so his staff will be prepared to <br />post meeting notices 72 hours in advance. If they post agendas to cover those <br />dates and the meetings are not necessary they can be canceled. City Attorney <br />Schenk said the last item, 5E, is in their agenda information sheet and needs <br />particular attention. If they have a tax increase that is a result of the budgetary <br />process there has to be a record vote of the proposal to consider the tax increase <br />and then there is a process to follow. <br /> <br /> <br />
