Regular City Council Meeting <br />August 7, 2003 <br />Page 7 <br /> <br />City Attorney Schenk advised that these items will carry forward on the <br />agenda each time so that they can take whatever action they deem necessary <br />through the process. <br /> <br />Mayor Fendley asked from Agenda Item 5A, if there were any comments from <br />any of the Council Members, and there were none. <br /> <br />Mayor Fendley asked from Agenda Item 5B, if there were any input from <br />interested citizens of Paris proposing services of projects to be included in the <br />2003-2004 City of Paris Budget. <br /> <br />Nick Hammond, 646 Fitzhugh, came forward stating that he is the past <br />Personnel Director and Civil Service Director for the City of Paris (1984-1996). <br />He is familiar with the personnel. He said that his purpose is to appeal to the <br />City Council to give the rank and file city employee a nice increase this year in <br />the neighborhood of 5% or 6%. Mr. Hammond said the rank and file have been <br />ignored and they have been carrying this city and the guts and soul of the city <br />is its employees. Mr. Hammond said he was appealing to the Council during <br />this budget process to find the money for at least a 6% increase for these city <br />employees. <br /> <br />Mack Ross, 3475 Reno Drive, came forward stating that approximately nine <br />years ago, he purchased a large tract of land north of Paris and northeast of the <br />Wastewater Plant and about 1996-1997 he opened up a proposed development <br />called Lake Wood by the Commissioners about the same time the city did an <br />expansion at the Wastewater Plant. One of the expansion items was a process <br />to cook the sludge called an ATAD. He said three years prior to that they had <br />no odor from the Sewer Plant and was very proud of the operation. Mr. Ross <br />said they had several recreational races out there for three summers with no <br />problem or complaints. He said this cooker, which he thought there were only <br />two in the whole state, Paris being one of them, put out a really bad odor in <br />1997 has continued. He said there is supposedly a pine-scented scrubber that <br />has to be included with this cooker. Mr. Ross said that he and Mr. Campbell <br /> <br /> <br />
