Mr. Campbell said he cannot do it until he starts the <br />development. Mr. Ross stated that he could not start the development as long <br />as the smell is out there and this appears to be a standoff. Mr. Ross asked the <br />City Council to consider, not this year, but maybe put it on the budget for the <br />next two years. He said he has a 27 hole golf course laid out there on <br />development. Mr. Ross said a lot of his sales have been retired couples coming <br />in here from around the country and they want to live on a golf course. His <br />plan now is to finish the other lake, lay out the golf course, and start working <br />on it and place it on the market in three years. Mr. Ross said he was asking this <br />city to somehow budget money the next three years to put this scrubber in so <br />they could work together and be good neighbors. Mr. Ross advised this system <br />was put in to make the sludge A rated instead orB rated and it has not worked, <br />the city is a not an A. Mr. Campbell advised that about 90% of the time the <br />city is an A, and some time they are not, but that depends what time of the year <br />it is. <br />Mr. Ross stated that the only smell that he has ever had was a couple days a <br />week they dump these restaurant grease traps and until it gets diluted, it is a <br />bad smell. They can live with that, but the one question was why are they <br />bringing in these grease traps from Bonham and other towns and cities from <br />around here. Mr. Ross said he was asking Paris why they are taking out of <br />town and out of county grease trap material when they could be dumping it in <br />their counties. <br /> <br />Herb Campbell, Director of Utilities, came forward advising that they do take <br />grease trap waste from other cities, but it is only grease trap waste that is <br />hauled in by A-1 Sanitation and they do not take it from anyone else. He <br />advised that they only do it because it is A-1 Sanitation. He advised that every <br />city has got to have something to do with their grease and they have to send it <br />to a wastewater treatment plant. Mayor Fendley asked Mr. Campbell what the <br />cost of the equipment that Mr. Ross was talking about. Mr. Campbell said in <br />order to get rid of that odor it would be three to four hundred thousand dollars <br />because it takes a special scrubber on the end of the system.
