Regular City Council Meeting
August 7, 2003
Page 9

Malone asked if there were chemical cost sequence with that. Mr. Campbell
advised that it depends on how it is done. Mr. Campbell said there are some
static filters that can be used that has a maintenance cost that is extended over
a year to three years. He said at College Station, they send it through pine bark
mulch, but there are chemical treatments also. Mr. Campbell advised that
College Station is facing the same problem that Paris is now facing. That
problem is that when the Wastewater Treatment plant was built it was not
surrounded by houses. Mayor Fendley asked Mr. Ross if his property is
actually in the city. Mr. Ross said a small portion on the highway was in the
city limits.

Councilman Bell wanted to know what the alternative method was if the city
did not do it this way. He said it would cost $300,000.00 to bring this one up.
What if the city wanted to change methods and go to the different system. Mr.
Campbell advised that he has not looked into that. Mr. Campbell said it would
be a natural sequence to add odor abatement onto it when the time comes.

Mr. Ross again came forward stating that other cities do not try to make an ~A"
rating they just maintain a ~B" rating, which is cheaper and they take it to a
landfill. If you do not have a landfill, you have to do something else, and the
city has one a mile away.

Mayor Fendley said that Agenda Item 5D is consideration of and discussion of
adding additional City Council Work Sessions regarding the Budget and Tax
Rate, and this refers to the schedule that the City Council has already received.
The City Attorney said that is correct, and what they have tried to give Council
in this schedule is a conservative schedule assuming the budget was delivered
today. This would be extended out further, if they so desire. He said what they
are looking for here is suggestions from the Council, that Council schedule
budget workshops for August 11, 2003, and if necessary, schedule additional
meetings that week. City Attorney Schenk said their concern is being within
the posting time. Mayor Fendley asked the City Council if they wanted to go
ahead and add it to the August 11, 2003, meeting as the last item and see how
