Minutes <br />Traffic Commission <br />City of Paris <br />The Traffic Commission met on Tuesday, February 04, 2014 at 5:15 P.M. in the <br />Municipal Courtroom with the following members present: <br />1. <br />Kenneth Millsap <br />2. <br />Barry Shiver <br />3. <br />Joe McCarthy <br />4. <br />Ken Kohls <br />5. <br />Jimmy Hodges <br />The city staff was represented by Asst. Chief Randy Tuttle. <br />Chairman Ken Kohls called the meeting to order at 5:15pm. A quorum was <br />established with five members present. <br />Mr. Kohls then moved to item #2 regarding the approval of minutes from the <br />November 12, 2013 meeting. Mr. Tuttle informed members that these minutes <br />were approved at the December 03, 2013 meeting and no action was needed. <br />Mr. Tuttle informed members the December meeting minutes should have been <br />on agenda but will be on next meeting agenda. <br />Mr. Kohls moved to item #3 the presentation of information regarding proposed <br />traffic safety changes at FM 1497 & Loop 286. Mr. Tuttle informed members that <br />a letter was received dated January 03, 2014 from TXDOT Paris Area Engineer <br />Richard Harper. The letter stated TXDOT had reviewed the suggestions <br />submitted by the Traffic Commission and could supplement the existing traffic <br />control devices for the intersection. One available option mentioned was to <br />replace the yield sign in the median and add stop signs with a beacon. It also <br />stated to supplement this, signs could be included stating "crossing traffic does <br />not stop." The letter also mentioned that addition of rumble strips would not <br />enhance the safety of the intersection. This was an informational item and no <br />action was needed. <br />Mr. Kohls moved to item #4 regarding discussion and possible action regarding a <br />request to place a four way stop sign at 8th NE & Pine Bluff. Mr. Tuttle informed <br />members this request was made by Mr. William Conder for safety reasons. <br />Members were informed that a 24 hour traffic count had been conducted at the <br />intersection by the City of Paris Traffic Department. The combined total average <br />for east and west bound vehicles was 5,616. The combined total average for <br />north and south bound vehicles was 1,128. The average vehicles traveled in one <br />hour under an 8 hour survey was 702 vehicles for east and west bound traffic <br />
