Section 3. That, upon completion of such plans and specifications, and provided the cost <br />of said project shall not exceed $25,000.00 for all labor, equipment, and materials, the City <br />Engineer may solicit informal bids and award the project to the selected low bidder. <br /> <br /> Section 4. That the City Manager may accept for dedication and filing in the Property <br />Records of Lamar County appropriate utility easements, as approved by the City Engineer and <br />the City Attorney, as necessary to implement the appropriate upgrades and improvements to the <br />water service as referenced herein. <br /> <br />Section 5.
