3. Public Hearing to consider presentations by City of Paris Code Inspectors and <br />owner(s) and /or lien holder(s) of the below properties who have been given notice of <br />a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, <br />Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures ": <br />A. 1830 W Washington; City of Paris, Block 308, Lot 2 -A <br />Owner: James Roscoe Lane 2810 Reagan St. Houston, TX 77009 -7540 <br />Present: Jimmy R. Lane 1431 W Sherman Paris, TX 75460 <br />Taxes owed: $10417.41 <br />Robert Talley stated there are two structures on the property that are not the <br />primary structures. The first structure is unsecure, roof collapsing, and has a <br />rooted floor. The second structure has missing and deteriorated wood, holes, and <br />leaning backwards. Mr. Lane wants to repair the first structure and demolish the <br />second structure. <br />Robert Talley's recommendation: 30 days to demolish if not the City has the <br />right to demolish and apply a $1000 per day civil penalty. <br />Mr. Lane stated that he has a lawyer (Plug Clem) hired to work on the back taxes <br />with his brother and sister. Mr. Lane stated that the first structure's roof doesn't <br />leak and he wants to save it. He also stated that he would demolish the second <br />structure. Johnny Norris asked Mr. Lane how much time he needed to repair the <br />first structure and demolish the second structure. Mr. Lane asked for 90 days. <br />Stephanie Harris (City Assistant Attorney) questioned the legal rights that Mr. <br />Lane has to do repairs and demolish the structures since the property hasn't been <br />probated. She wanted Mr. Lane to understand that he will be held liable if his <br />brother and sister didn't agree with him doing the work. <br />Motion was made by Johnny Norris, seconded by Wendell Moore to repair <br />the first structure and demolish the second structure within 90 days. Motion <br />carried unanimously. 7 -0 <br />Mr. Wilson explained that if there weren't substantial repairs done within the 90 <br />days and the property came back to the Building and Standard Committee that <br />demolish ordered would be the next step regardless of the amount of money Mr. <br />Lane has spent. <br />B. 1075 SW 6th; City Block 4, Lot 1 <br />Owner: Daisy Nell Smith % Linda Strickland 235 Red Oak Ln. Powderly, TX 75473 <br />No Taxes owed. <br />Robert Talley stated that a tree fell on the house, it's unsecure with broken <br />windows, including and out building with missing and deteriorating wood, full of <br />junk and rubbish, main structure has foundation damage, unsecure, missing and <br />deteriorating wood, house is sinking, insulation is deteriorating, and has roof <br />damage. <br />
