Regular Council Meeting <br />April 28, 2014 <br />Page 4 <br />19. Receive and discuss annual report and plans for the Paris Public Library. <br />Library Director Priscilla McAnally presented the annual report, which included staffing <br />levels and customer service, the need for restoration of art work and circulation numbers. <br />20. Discuss and act on ORDINANCE NO. 2014 -008: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING CHAPTER 25, <br />PLUMBING AND GAS, OF THE CODE OF ORDINANCES OF THE CITY OF <br />PARIS, TEXAS ADDING ARTICLE IV, IRRIGATION STANDARDS, TO <br />ESTABLISH THE MINIMUM STANDARDS FOR INSTALLATION AND <br />ALTERATION OF IRRIGATION SYSTEMS; WITHIN THE CITY OF PARIS, <br />TEXAS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE <br />SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A <br />SAVINGS CLAUSE, A PENALTY CLAUSE; AND DECLARING AN EFFECTIVE <br />DATE. <br />Building Official Joey Sleeper said rules adopted by TCEQ required that municipalities <br />with a population of 20,000 or more adopt a landscape irrigation ordinance. <br />A Motion to approve this item was made by Council Member Drake and seconded by <br />Council Member Frierson. Motion carried, 6 ayes — 0 nays. <br />21. Discuss a recycling program and provide direction to staff. <br />Public Works Supervisor Edwayne Samis explained two options for recycling. He said <br />one was full curb -side service, which would cost $3.75 per household each month and cost the <br />City about $30,000 a month. Mr. Samis said the other option was to have drop -off containers in <br />six public areas around town. He also said the containers would be a one -time cost of $356 per <br />set, and that once filled an outside company would charge a fee of $500.00 per trip to take the <br />container to the compost site. Mr. Godwin said as previously agreed, the overall best approach <br />for the City was to offer drop -off containers. City Council Members had questions about <br />container size, the cost of a compactor, investment on the front end, cost of bins, the number of <br />units per place, and the possibility of getting businesses to participate. Mayor Hashmi asked Mr. <br />Samis to get prices on a compactor and compare that to the number of trips at the rate of <br />$500.00. Council Member Frierson also said he would like more numbers on this item and get <br />comparisons from other cities similar to Paris. It was a consensus of City Council to postpone <br />this item for two weeks to allow staff to obtain additional information. <br />22. Discuss downtown redevelopment and provide direction to staff. <br />In follow -up to the City Council meeting of January 13, Mr. Godwin said a meeting had <br />taken place of interested downtown stakeholders on March 27. He said they developed a draft <br />plan of action with a list of priorities and that list included planning, ongoing infrastructure <br />construction, as well as making the downtown safer and more pedestrian friendly. <br />
