Approve ORDINANCE NO. 2014 -006: AN ORDINANCE OF THE CITY COUNCIL <br />OF THE CITY OF PARIS, TEXAS, AMENDING THE TRAFFIC CONTROL MAP <br />ADOPTED IN SECTION 31 -65 OF THE CODE OF ORDINANCES OF THE CITY OF <br />PARIS, TEXAS; ESTABLISHING A NO PARKING AREA ON THE EAST AND <br />WEST SIDES OF JOHNSON WOODS DRIVE BETWEEN CARSON LANE AND <br />CLARK LANE DURING CERTAIN HOURS DUE TO A BICYCLE LANE BEING <br />PLANNED FOR JOHNSON WOODS DRIVE AS PART OF THE SAFE ROUTES TO <br />SCHOOL PROJECT; MAKING OTHER FINDINGS AND PROVISIONS RELATED <br />TO THE SUBJECT; PROVIDING FOR A REPEALER CLAUSE, A SEVERABILITY <br />CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING FOR <br />AN EFFECTIVE DATE. <br />15. Ratify the Economic Development Policy, with Lamar County Chamber of Commerce <br />retail committee. <br />16. Approve ORDINANCE NO. 2014 -007: AN ORDINANCE OF THE CITY COUNCIL <br />OF THE CITY OF PARIS, TEXAS, ADOPTING A REVISED AND CONSOLIDATED <br />WATER CONSERVATION /DROUGHT CONTINGENCY PLAN IN ACCORDANCE <br />WITH THE REQUIREMENTS OF SECTIONS 11.271 AND 11.272 OF THE TEXAS <br />WATER CODE AND APPLICABLE RULES OF THE TEXAS COMMISSION ON <br />ENVIRONMENTAL QUALITY; MAKING OTHER FINDINGS AND PROVISIONS <br />RELATED TO THE SUBJECT; REPEALING ALL PRIOR DROUGHT <br />CONTINGENCY AND WATER CONSERVATION PLANS IN CONFLICT <br />HEREWITH; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE <br />SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A <br />SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br />Regular Agenda <br />17. Receive the Visitors and Convention Council annual report. <br />Becky Semple presented the annual report, which included funding and events. City <br />Council Members expressed their appreciation for the work done by VC &C staff and volunteers. <br />18. Receive and discuss annual report and plans for the Finance Department. <br />Finance Director Gene Anderson presented the annual report, which included goals, <br />staffing levels and collections for the water billing division, the city warehouse and the finance <br />office. Mr. Anderson specifically cited turn-over of city departments and said the city's pay plan <br />had fallen behind the increased cost of living. He also said the in the past five years, COLAs had <br />been granted only twice. Council Members expressed appreciation to Mr. Anderson for his hard <br />working and accounting practices, citing the excellent rating awarded to the City. <br />
