No back taxes owed <br />Robert Talley stated that there is water damage inside on the ceiling and that the <br />roof was badly leaking from holes in the sheet metal. There is a hole in the side <br />of the building and the electrical service is in bad shape. The rear door is <br />unsecure. The building is full of junk and rubbish including old food product. <br />The violation letter that was mailed to the owner included the junk and rubbish on <br />the inside. There are old pallets as well and all of this is a fire hazard. <br />Robert Talley's recommendation: 90 days to repair structure and 30 days to <br />secure and to remove junk and rubbish from the inside. <br />Hunter Moore is in the process of purchasing the building. He should take <br />ownership by the end of the month. Mr. Moore stated that the inside of the <br />building was being cleaned up right now. He plans on hiring a structural <br />engineer to inspect the building and believes that the structure is sound. He plans <br />on repairing the roof, getting everything up to code and using the building for <br />storage. Johnny Norris asked if 30 days was enough time to get the inside of the <br />building clean and Mr. Moore stated that the previous owner is cleaning it up <br />right now. Don Wilson informed Mr. Moore that per City ordinance the <br />Commission was only allowed to give him 90 days but that if he makes <br />significant improvements when the 90 days is up they can give him an extension. <br />If no work has been done then there will be a problem. <br />Motion was made by Johnny Norris, seconded by Sally McEwin to repair the <br />structure within 90 days and clean and secure the building in 30 days. <br />Motion carried unanimously. 5 -0 <br />B. 1362 W Franklin, C C Hopkins Addition, Block 3, Lot 3 <br />Owner: Cecil Lawrence, 237 4th SW, Paris, TX 75460 <br />No back taxes owed. <br />Robert Talley stated that the owner is deceased, but that he had spoken with his <br />daughter. She said that the family could not afford to repair or demolish the <br />house. Mr. Talley showed photographs of rotten wood along the roof line, <br />deteriorated wood along the window frames. The roof is buckling and the boards <br />on the side of the house are coming apart. The foundation is sinking and there <br />are broken windows. <br />Robert Talley's recommendation: 30 days to demolish if not the City has the <br />right to demolish and apply a $1000 per day civil penalty. <br />Motion was made by Chris Brown, seconded by Johnny Norris to accept <br />Robert Talley's recommendation.
