Regular City Council Meeting <br />February 9, 2004 <br />Page 27 <br /> <br />with 139 less assaults, 107 less burglaries and 189 less thefts. He thought that <br />part of this reduction is due to the implementation of 12 hour shifts. He also <br />thought different agencies working together, such as the Narcotics Division, <br />Drug Task Force and DPS has also helped. He felt the hard work of the officers <br />out on the street every day was a major contributing factor. <br /> <br />He related that work has begun on the new Law Enforcement Facility, which <br />should be completed within the next year. He commended Mike Alexander, <br />City of Paris Code Enforcement Officer, for the outstanding job he has done <br />with the help of the prisoners. <br /> <br />He said implementing the 12 hours shifts and the new pay plan to increase <br />officer pay has helped in officer retention. <br /> <br />He said coordination with drug enforcement has been very successful. Out of <br />seventeen defendants in the last Federal Drug Task Force roundup, sixteen have <br />already pled guilty. He felt this will continue the trend in the decrease in violent <br />crimes. <br /> <br />Chief Louis said the new Animal Control Facility was finished and opened up. <br /> <br />For the next year, he said the Department planned to update standard operating <br />procedures and security measures and will review crime statistics for analysis <br />to better prevent crime. <br /> <br />Chief Louis had mentioned that Violent Crimes Against Women was up and <br />Councilwoman Neeley asked for his opinion as to why this was up. Chief Louis <br />stated he felt that reporting the crimes has become easier, as well as the fact that <br />there are now full time people set aside to investigate those crimes. <br /> <br />Councilman Weekly asked what age were most perpetrators of drug crimes. <br />Chief Louis indicated that drug crimes ran the gamut from young to old, but that <br />most of them were 15 to 28 years of age. <br /> <br />Mayor Fendley asked for referrals which would include the two items carried <br /> <br /> <br />
