The Mayor and two City Council mem- bers are elected at large while the remaining Coun- cil members represent the four Council Districts of the City, The Mayor and the two at-large City Council members are elected for two year terms in May of odd-numbered years and the four Council Members representing the districts stand for elec- tion in even numbered years. Councilmember Among other duties, the City Council appoints a City Manager who directs the day-to-day opera- tions of the City under guidelines and policies established by the City's elected officials. Under the supervision of the City Manager is an authorized staff of 419 full time employees (all funds). The general fund budget for the 2000-2001 fiscal year (October -September) is 25.1 million dol- lars, plus a utility fund budget of 21.1 million dollars.
