<br />CONSULTANT BIOGRAPHICAL PROFILE <br /> <br />ROBERT A. BEEZAT <br /> <br />Robert Beezat has over thirty-five years of private and public sector management, consulting, <br />training, and teaching experience. For twenty of those years, he has been a member of The PAR Group. <br />He recently purchased the company and serves as President. During that time, he has provided a <br />variety of management consulting services to over 175 municipalities and public agencies nationwide, <br />The public jurisdictions which he has served range in size from 3,000 to 3,000,000 in population, <br /> <br />As part of The PAR Group consulting team, Mr. Beezat has conducted and participated in over 100 <br />executive search assignments. He has successfully undertaken and completed over 125 consulting <br />assignments in the areas of human resource management; i.e., dassification and compensation <br />systems, total cost employee compensation analysis, employee personnel manuals, performance <br />evaluation systems, and employee/labor relations improvement programs. In particular, he served as <br />the principal staff to several regional consortiums of municipalities addressing the rapid increases in <br />municipal employee salaries and benefits. These consortiums involved over 70 municipalities in the <br />Chicago area, downstate Illinois, and out-state Minnesota. <br /> <br />Mr. Beezat has also performed a number of management studies which have reviewed the organizational <br />structure and management operations of municipalities. Studies have ranged from individual <br />departments including Fire, Police, and Public Works Departments to the operations of entire municipal <br />organizations. He is very proud that one of the cities he worked with implemented many of the <br />recommendations in his report and eventually won the prestigious "All American City" award. <br /> <br />He has designed and conducted a number of management and supervisory training programs for <br />municipalities, He has also conducted a number of long-range, strategic planning, and goal-setting <br />processes for municipalities and not-for-profit organizations. These processes have involved over 125 <br />"live" participants as weli as dose to a thousand citizens through the innovative use of cable <br />television. <br /> <br />Beside his consulting experience, Mr. Beezat has served as a City Manager, Village Manager, and Town <br />Administrator for over fourteen years. He has worked in suburban and independent cities which have <br />induded the full range of municipal services induding the not too common functions of a municipal <br />hospital and electric utility. He has done a great deal of work in the economic development fieid. This <br />work has earned him and the municipalities he worked for recognition from local businesses for <br />innovative, cooperative approaches to addressing economic development issues. <br /> <br />Finally, Mr. Beezat has been very active in working with and developing programs that benefit lower <br />socio-economic segments of the population. He has been successful in putting together the municipal, <br />educational, and business resources in a municipality to address the diverse needs of a low-income, <br />immigrant population. As an individual, he has organized and led a number of community-based groups <br />which have worked to resolve neighborhood problems and issues. <br /> <br />Mr. Beezat is a graduate of Loyola University, Chicago, iilinois and has a Master's degree in Public <br />Administration from Roosevelt University in Chicago. He is an adjunct faculty member at Lewis <br />University in the Chicago area where he teaches business management courses. He has also been an <br />adjunct faculty member at Marquette University in Milwaukee.
