<br />Financial Analysis and Monitoring - Analyzes and re- <br />searches proposed projects and financial questions to <br />foster informed decisions. There are three areas of work <br />concentration within this Division: Economic Incentive <br />Programs, including TlFs; Bond Issues; and Special <br />Projects such as financial impact of proposed legislation, <br />new and existing revenue analysis and projections, etc, <br /> <br />Purchasing and Supplies - Provides value-added <br />professional procurement services based on customer <br />requirements and objectives, in the most timely, <br />effective, efficient, and economical manner. The City <br />uses DemandStar by Onvia as its portal to online <br />procurement. <br /> <br />Re\'enue - Administers, collects, and enforces City ordi- <br />nonces relati\.eto taxes and licenses. This Division is the <br />single largest Division in terms of FTEs with 66 autho- <br />rized positions. <br /> <br />Financiol Support Services - Provides City Associates <br />with training necessary to utilize Finance Department- <br />reloted systems and promotes future technological <br />odvoncements for the bl'nl'fit of the City through com- <br />munication,efficiency studies,ond educotion. There ore <br />four oreas of concentration within this Division: <br /> <br />Training Services <br />County ICity Cooperative Efforts <br />Communications within the FinanCl' Department <br />Technology and thl' Future <br /> <br />Trc.lsury - Provides coshiering operations, cdsh m'1I1- <br />ogement, debt issuance dnd ddministration, property <br />tox administration, ond special assessment billing ond <br />collection. The management of all City bank accounts <br />including the investment of available cash is performed <br />by the Treasury Associates. <br /> <br />DIRECTOR OF FINANCE <br />Duties and Responsibilities <br /> <br />The Director of Finance performs complex and challeng- <br />ing work providing management direction and policy <br />determination for all Finance Departmentdivisions. The <br />Director is responsible for the cost effective management <br />of the City's fiscal affairs. The Director consults with and <br />advises the City Manager, Council Members and other <br />officials on fiscal matters and cooperates with other <br />departments in special programs related to finance. If the selected candidate is not cur- <br />rentlya resident of Kansas City, residency in thl' City <br />will be required after appointment. <br /> <br />Education and Experience <br /> <br />Have achieved a baccalaureate degree in accounting, <br />finance, public or business administration, or re- <br />lated field, with a graduate degree highly desirable, <br />but not required. <br /> <br />Achievement of a CPA a plus, but not required. <br /> <br />Have significant and progressive background and <br />experience and a good track record as a Finance <br />Director or Senior Assistant Director with a munici- <br />pal finance organization of significant size and <br />complexity, <br /> <br />Possess thorough knowledge, financial management, <br />
