<br /> <br />and conceptual abilities regarding mu- <br />nicipal finance, budgeting, financial fore- <br />casting, and financial analysis, <br /> <br />Have knowledge of and experience in <br />maximizing City tax collections within <br />the laws and ordinances affecting such <br />matters, all towards the end of having <br />taxes collected in a fair and equitable <br />manner. <br /> <br />Have successful experience in leveraging <br />municipal assets to foster and support <br />City development projects while at the <br />same time protecting and preservingCity <br />assets. <br /> <br />Have knowledge of and experience in Tax Incremental <br />Financing Districts and other development tools <br />and programs that can stimulate growth yet protect <br />the City's financial interests and do not limit the <br />City's financial flexibility and available resources in <br />the future. <br /> <br />Have a thorough understanding of and experience in <br />structuring municipal debt to support major infra- <br />structure improvements while maintaining a stable <br />tax rate. <br /> <br />Have knowledge of and experience in municipal invest- <br />ment policies and practices. <br /> <br />Have experience in reviewing and evatuating federal, <br />state, and municipal legislation impacting the City's <br />finances and have the ability to advise the City <br />Manager, City Council, and other City departments <br />and Staff regarding the impact on the City, <br /> <br />Have strong leadership and interpersonal skills and <br />special capability in the direction and utilization of <br />organizational resources and talenttoward promot- <br />ing and maintaining high staff and employee mo- <br />rale, resulting in delivery of Finance Department <br />services in a productive, cost-effective and "cus- <br />tomer service focused" manner. <br /> <br />Have the experience, maturity, and ability to work effec- <br />tively with the City Manager and Elected Officials <br />toward sorting through the many demands and <br />responsibi lities confronting the Finance Department <br />and its services; assisting in prioritizing policy de- <br />velopment, projects, and opportunities; keep things <br /> <br />moving; get things done; be capable of juggling <br />multiple projects and priorities simultaneously. <br /> <br />Have sufficient experience to evaluate the Finance <br />Department'sorganizational structure, staffing,and <br />oper.,tions and streamlining of administrative prac- <br />tices and procedures, all toward maintaining high <br />productivity, open commUniGltions, delivery of fi- <br />nancial sen' ices, and facilitating timely attention to <br />City issues with prompt and effective implementa- <br />tion of policy decisions and direction of the City <br />Man.lger and Council. <br /> <br />Have a rL'cord of L'ffective decision-making, delegating <br />when "f'f,ropri.,tL' to the professi0l1.1l staff; while <br />retaining decision-making authority, utilize staff <br />talent and insights to analyze issues and policy <br />altern.ltives, making the appropriate decision in a <br />timely manner. <br /> <br />Have a demonstrated record of attracting, developing, <br />and retaining highly qualified professionalstaffand <br />workforce including women and minorities, main- <br />taining a strong team management approach in <br />Finance Department service delivery and adminis- <br />tration of programs and activities. <br /> <br />Have knowledge of modern personnel administration <br />and labor relations practices with a record of even- <br />handed administration, fairness, and respect toward <br />all employees, individually and collectively. <br /> <br />Be familiar with strategic planning practices leading to <br />activities and policy development which anticipate <br />future opportunities, issues, and concerns, assisting <br />
