Served on Council for three tenus. Went from being legal <br />advisor to administrative role as Deputy City Manager. Was on Council <br />appointed him. Council did not consider anyone else. Has also served on church <br />committee with him. <br /> <br />2. <br /> <br />What do you consider to be his strengths as a city manager? <br /> <br />Could think of several. He looks for quality and professional results. He projects <br />and expects professionalism from his subordinates. He has been able to get some <br />important projects underway including the new civic center, airport joint use <br />agreement with Fort Hood, and highways. He is a good organizer. He attracts <br />good people. He projects good image for the City. He is a good communicator, <br />is open to the public, He is honest with a lot of integrity. City was about to lose <br />accreditation for its library. John was able to develop plan for new library. <br /> <br />3. <br /> <br />In your opinion, how successful has he been in managing the financial affairs <br />of the city government? <br /> <br />He has done an excellent job. Has good relationship with Director of Finance. <br /> <br />4. <br /> <br />Does he have expertise/experience in dealing with economic development <br />issues/initiatives? How successful has he been in economic development? <br /> <br />The City supports the Chamber of Commerce as the major player. He has made <br />sure funds were available. City does not have ED sales tax. The city has had <br />successes in retail and commercial development. <br /> <br />5. <br /> <br />What experience docs John have with downtown redevelopment issues? Can <br />you think of any particularly successful downtown projects or activities? <br /> <br />City set up TIF District. New City Hall built downtown. There has been some <br />downtown revitalization. <br /> <br />6. <br /> <br />How would you evaluate John's success in carrying out the goals and <br />objectives set for him by the City Council (or his boss)? <br /> <br />Council does evaluation every year. He has done a real good job. Each year after <br />the elections, he calls the new Council together and asks for their direction. Uses <br />this session to establish priorities.
