SECTION. IV EXPERIENCE AND QUALIFICATIONS RUTH ANN ELEDGE Director of Consulting Services Ruth Ann Eledge is the Director of Consulting Services for The Waters Consulting Group, Inc. (WCG). In tlùs role, she oversees projects to ensure they are delivered on time while at the same time meeting the quality requirements of the client. She also provides senior consulting services to WCG clients, Ruth Ann has more than 24 years of public sector experience with the City of Austin, Texas. Prior to joining the \VCG team, Ruth Ann served as the Director of Human Resources and Civil Service for the City of Austin, Texas. Under Ruth Ann's leadership, the City of Austin was recognized as one of only two cities nationwide to receive "A" ratings from Governing Magazine as top Human Resources Department in 2000.
