IV <br />EXPERIENCE AND QUALIFICATIONS <br /> <br />CHARLIE SHAP ARD <br />Senior Consultant <br /> <br />Charlie Shapard, retired Director of Human Resources for the Cities of PIano and Fort <br />Worth, has joined The Waters Consulting Group Inc, (WCG). Prior to his appointment in <br />Fort Worth in 1979, Charlie served as Director of Personnel for the State Department of <br />Transportation as well as for the cities of Raleigh and Greensboro, North Carolina. During <br />Charlie's 3D-year career in public service, he has served as president of the International <br />Personnel Management Association and was awarded the prestigious Edwin Swain Award by <br />the IPMA Southern Region for his contributions to public sector human resources <br />management. <br /> <br />Areas of Expertise <br />Human Resources Generalist <br />Executive Search <br />Policy Development <br />Public Sector Wage and Hour Administration <br />Civil Service <br /> <br />Professional Accomplishments and Education <br />Charlie received his bachelor's degree in social sciences from Davidson College and his <br />master's degree in public administration from the University of North Carolina at Chapel <br />Hill. Charlie also is a graduate of the Government Executive Institute of the University of <br />North Carolina School of Business and the North Carolina Institute of Government's <br />Municipal Administration Course.
