<br />THE COMMUNITY <br /> <br />;;t- <br /> <br />. <br /> <br />~nded in 1886. the City of Wylie is located in Collin County just 24 miles <br />\3&~m downtown Dallas and situated on Lake Lavon. Wylie (2004 population <br />25,000) is one of the fastest growing communities in the State of Texas with a 65% <br />increase since 2000. Possessing an outstanding school district, low crime rates. and an <br />expanding business climate. Wylie is the ideal place for residents looking for a small <br />town environment with easy access to big city amenities. <br /> <br />In the 21st century, Wylie has become one of the fastest growing communities in Collin <br />County. the DFW Metroplex and the State of Texas. In 2003 Wylie issued over 1.400 <br />single family permits. With that growth, the City has made a transition from "bed- <br />room" community to a "balanced" community combining quality residential living with <br />a healthy business climate. For the 2002 fiscal year. the City of Wylie had the lowest <br />crime rate in Collin County for cities with a population greater than 10,000. <br /> <br />The City of Wylie has been cited by North Central Texas Council Of Governments for <br />its unique, customer friendly approach to development planning. The City works <br />closely with developers to create unique developments that avoid a "cookie cutter" <br />appearance. Because of this approach and Wylie's growth potential. representatives <br />from Chili's, Home Depot and Wal-Mart (for a Super Wal-Mart) indicate that the <br />City of Wylie is one of the smallest markets in which they have chosen to locate a <br />facility. Home Depot opened in July 2003, Chili's opened in December 2003 and <br />Super Wal-Mart is scheduled to open in Summer 2004. <br /> <br />There are approximately 800,000 square feet of facilities and 1,000 jobs through the <br />, IndustrialJBusiness Corridor. This does not include Sanden, DFW's 14th largest <br />I-' subsidWy of a foreign company, which is the largest employer in Wylie with <br />I, . a~telY 800 jobs. <br /> <br /> <br /> <br />tC~~ <br />. T:HEêkY GOVERNMENT . "LiFf" . <br /> <br />/ ',.','.. The City of~ylie is governed under the Council-Manager form of government, orig- <br />inally adopted on January 19, 1985. The Mayor and six City Council members are <br />elected at large, by Place for three-year staggered terms. One of the Council Members <br />is appointed as Mayor ProTem. The City Manager is appointed by the City Council. <br />The Wylie City Council has one of the longest average tenures per council member, <br />including Mayor John Mondy, who has served as Wylie's mayor since 1998. <br /> <br />The City of Wylie has been recognized for its planning and zoning efforts to preserve <br />its commercial downtown (Ballard Street) as a specialty and cultural area. Along with <br />preserving its downtown commercial area, the City continues its efforts to create a new <br />downtown commercial area. Building Inspections received the 2002 Texas Municipal <br />League's Management Innovation Award of Excellence for the first city in Texas to <br />implement a handheld inspection and printing program. In 2002, the City of Wylie <br />Fire Department received an ISO class rating of L It became only the fourth Texas <br />city to receive this maximum rating. <br /> <br />THE POSITION <br /> <br />"'r?:' <br /> <br />. <br /> <br />The City Manager is the Chief Administrative Officer of the City and is responsible to <br />the City Council for the administration of all City affairs as outlined in the Charter. <br />The City Manager appoints all City employees and administrative officers as set forth <br />in the Charter. The current management team consists of the Assistant City Manager, <br />City Engineer. Police Chief. Fire Chief, Human Resource Director, Planning Director, <br />City Secretary, Finance Director, Library Director, Community Services Director and <br />Public Information Director. The City has 146 full time employees and a Fiscal 2004 <br />operating budget of$32 million and a capital budget of$8 million. The City has an "A" <br />bond rating from Standard and Poor's and an "A3" rating from Moody's Investor <br />Service <br />
