The temporary construction easement will be <br />utilized for a two year period to widen Lamar Avenue within existing right-of-way. It is our opinion that this temporary <br />construction easement is, in effect, being rented for two years. As a consequence, it is our opinion the best technique <br />utilized to determine appropriate value for the two year temporary use of the land would be to determine the typical rate of <br />return required by a property owner when leasing property. A rate of 10% annually is considered appropriate for the <br />subject property. A period of two years has been considered. Utilizing these value estimates, total just compensation due <br />to the property owner is completed as follows: <br /> <br />Land: 0.024 Ac.
