JUL-- ?--00 FRI l~:2e NRT~R$ CONSULTIHG ~72451~$1 P.05

Technical Approach &
Professional Fee Schedule
Provided by The Waters Consulting Group, Inc.

Job Evaluation

Job evaluation (also called job analysis) involves the identification attd the
documentation of the job and its assigned duties. Job descriptions (or job
description questionnaires) are critical resource aids ia building an equitable
compensation program and it is essential that they accurately reflect the
current job content of each position.

If the City determiues that it is x~ot necessary for WCG to develop new job
descriptions, it should be understood that during the study, we would rely
heavily on existing descriptions or newly created job description
questionnaires. Job descriptions allow for a better understanding of each
position as well as the creation of job summaries and job matching for the
salary survey analysis. Should the City choose to have WCG create new job
descriptions, we would be pleased to provide a quote of professional fees as
well as project methodology. However, the City Manager has stated that at
this time, the City wishes to receive a quote on WCG assisting in the review
of job descriptions developed by the City due to the cost consciousness of the
City. With this in mind, WCO will provide the City with a job description
questionnaire for employee completion and will use the results of the job
description questionnaire during the job evaluation process. In addition,
WCG will supply the City with att electronic template (in MS Word 2000)
that they may use to develop job descriptions internally. Once the City has
developed the job descriptions, WCG will complete a basic overview of the
completed descriptions to check for content and format only. This project
element will be quoted in separate phases, with the review phase being on a
pet' description basis.

Salary Survey Data Analysis

Two primary ingredients determine the base salary range for each job in an
organization. The previous paragraphs discussed intemal equity by
establishing the relative worth of jobs in ternts of.iob content. The second
inlgedient, the salary survey, helps to satisfy a goal of external
competitiveness by securing information on what the competition pays for
jobs. This information is used to estimate the market value for those jobs,
and is the basis for salary structures and salary budsets.
