MINUTES <br />REGULAR MEETING <br />CITY OF PARIS HISTORIC PRESERVATION COMMISSION <br />MONDAY AUGUST 25, 2014 <br />4:00 O'CLOCK P.M. <br />The meeting of the Historic Preservation Commission was called to order at 4:07 p.m. by Chair <br />Douglas Cox. <br />A. The following commissioners were present: Chair Douglas Cox, Cindy Allcom, <br />Sherrie Holbert, and Ruth Ann Alsobrook. <br />B. Vice Chair Michael Glatfelter, Lauri Redus and Beatrice Ardila were absent. <br />C. Staff also present: Joey Sleeper, Historic Preservation Officer; Cheri Bedford, Main <br />Street Manager; Robert Talley, Code Enforcement Supervisor <br />2. Approval of minutes from previous meeting. (August 11, 2014 Special Meeting) <br />Chair Cox noted that a correction was needed to show a unanimous vote for the I year <br />limitation on Items 3A&B. Motion was made by Commissioner Alsobrook and seconded by <br />Commissioner Allcorn to approve the minutes as amended. The motion carried 4 -0. <br />3. Public hearing and consideration of and action on the petition for the Historic District Overlay (HD) <br />for Reverend Michael Massey on behalf of Mt. Canaan Baptist Church, Lots part of 11 and part of <br />12, Block 5, Texas & Pacific Addition, being located at 60 Sycamore Street. <br />Chair Cox introduced the item and called the applicant. Mr. David L. Brown explained that <br />he is a deacon of the church and has attended the church for 62 years. He further explained <br />that the church was 128 years old and wanted to protect and preserve the property. Mr. <br />Brown continued that the church was requesting the historic designation to help in their <br />goals to preserve the church and to seekfunding. Chair Cox asked the applicant if the church <br />had originally started on the John Chisum Ranch and whether it started as a family church or <br />a community church. Mr. Brown answered that the church had started on the John Chisum <br />Ranch but did not know if it started as a family church or a community church. Chair Cox <br />then explained to the applicant that once designated as a historic district, the property would <br />be subject to historic design standards and would require approval of the Commission for <br />any exterior alterations. The chair further explained that the City of Paris did not currently <br />have funding to assist in preservation efforts for the subject property. Mr. Brown <br />acknowledged both the required approval and the absence offunding. Commissioner Allcorn <br />asked the applicant if they had applied for a state historical marker and Mr. Brown answered <br />that he did not know, but believed the church pastor, Rev. Michael Massey, had started that <br />process. Commissioner Alsobrook asked if grants were available for properties that did not <br />have official historic designation. Mr. Sleeper answered that he believed there were several <br />public and private grants available, but official designation would benefit the church in <br />obtaining those grants. Commissioner Allcorn reiterated to the applicant, and Chair Cox and <br />Commissioner Alsobrook concurred, that historic designation would require the approval of <br />the Commission prior to changing any exterior materials or colors of the building. Mr. <br />Sleeper clarified to the applicant that existing materials would not have to be immediately <br />altered, but any changes or repairs the church made would require approval.
