Motion carried, 4 ayes — 3 nays, with <br />Council Members Hashmi, Lancaster and Jenkins casting dissenting votes. <br />19. Discuss, conduct a public hearing and act on ORDINANCE NO. 2014 -030: AN <br />ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, <br />AMENDING ZONING ORDINANCE NO. 1710 OF THE CITY OF PARIS, TEXAS, <br />AS HERETOFORE AMENDED, SO AS TO REZONE PROPERTIES LOCATED IN <br />AN AREA GENERALLY ADJACENT TO AND SOUTH AND WEST OF THE COX <br />FIELD AIRPORT, IN THE CITY OF PARIS, LAMAR COUNTY, TEXAS, FROM <br />AGRICULTURE (A), LIGHT INDUSTRIAL (LI), PUBLIC LANDS AND <br />INSTITUTION (PLI), NEIGHBORHOOD SERVICES (NS), AND COMMERCIAL (C) <br />DISTRICTS TO THE COX FIELD PLANNED DEVELOPMENT AIRPORT ZONING <br />DISTRICT ORDINANCE, COMPRISING SUBZONES A -1, A -2, A -3, A -4, AND A -5; <br />DIRECTING A CHANGE ACCORDINGLY IN THE OFFICIAL ZONING MAP OF <br />THE CITY; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A <br />SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE <br />DATE. <br />Mr. Efrussy explained that the City Council, as well as many citizens, city staff, boards <br />and commissions, and the business community were highly interested in preserving and <br />enhancing the Cox Field Airport. He expressed his appreciated to Council Member Lancaster, <br />and to all those involved in the process. <br />Mr. Efrussy said on August 28, 2014, the Airport Advisory Board indicated the <br />importance of enhancing airport related development functions and on October 6, 2014, the <br />Planning and Zoning Commission voted unanimously to hold a special joint meeting to discuss <br />various land use recommendations and other elements of the Airport Zoning District Ordinance. <br />He reported that on October 21, 2014 a joint special meeting was held with the Planning and <br />Zoning Commission, the Airport Advisory Board and the Joint Airport/PEDC Subcommittee and <br />after discussion of the proposed Ordinance, the Planning and Zoning Commission unanimously <br />recommended that the City Council approve the Ordinance. He emphasized the purpose of this <br />proposed Ordinance was to provide expanded economic and physical development opportunities <br />in and around the airport areas. Mr. Efrussy outlined the goals and objectives in support of <br />safety of life and property associated with land use compatibility; the Environmental Evaluation; <br />the five subzones of the Ordinance; and the Airport Zoning District Ordinance Regulations. <br />Council Member Hashmi inquired if the FAA had approved this Ordinance and Mr. <br />Efrussy said the FAA did not have control over zoning. Council Member Hashmi confirmed <br />with Mr. Efrussy that the City was not selling City property. Council Member Lancaster said <br />this was well planned and thought out with a lot of effort going into it. Council Member <br />Grossnickle inquired about residents in the area and the effect of the new rules. Mr. Efrussy <br />explained they were grandfathered in and could be allowed under legal non - conforming use. <br />
