Paris EDC Board Meeting Minutes <br />December 9, 2014 <br />Page 5 of 9 <br />Shannon Barrentine stated the Board discussed possibly testing and assessing juniors at the last <br />meeting. She stated that she took the initiative and included juniors and seniors testing fees <br />making the not to exceed limit of $28,000 instead of $14,000. She added, the budget has <br />$35,000 for Job Training and that is where the fees would be paid from. <br />Discussion took place regarding Goal 4 with the estimated cost, per site, for the Sites That Are <br />Ready (S.T.A.R.) statewide program of $10,000 per site. <br />The estimated costs per Goal are as follows: <br />Goal 1: <br />Secure Primary Jobs through Industrial Recruiting & Business Retention and <br />Expansion. <br />$15,000 <br />Goal 2: <br />Strengthen our local education and workforce training programs to meet <br />employer needs. <br />$28,000 <br />Goal 3: <br />Strengthen Paris EDC's Operations. <br />$ 6,500 <br />Goal 4: <br />1 Marketing Airport as Industrial Site Ready. <br />$10,000 <br />Estimated Total: 1 $59,500 <br />Stephen Grubbs stated that it's important the PEDC defines the Plan of Work. Let's bring it <br />back next month and do a budget review and talk about where the funding is going to come <br />from. No action was taken. <br />Discuss and possibly take action on a Memorandum of Understanding between Paris <br />Junior College (PJC) Paris ISD, North Lamar ISD, Roxton ISD, Prairiland ISD, Chisum <br />ISD and the Paris EDC to reimburse PJC for WorkKeys assessment fees for Lamar <br />County High School Seniors, per the Program of Work <br />Stephen Grubbs stated that this would be considered an agreement the PEDC is entering in with <br />Paris Junior College, specifically for the assessment fees. Shannon Barrentine stated that the <br />total amount for all Lamar County School Districts not to exceed $28,000 if we tested juniors <br />and seniors. Edwin Pickle stated that the test will be for juniors and seniors this year then every <br />year after that do the juniors. Shannon Barrentine stated that the Board should go ahead and <br />approve the two MOU's as they are today and allow Stephen Grubbs to execute other MOU's <br />with the other school districts. <br />Stephen Grubbs stated that one responsibility of the PEDC is participating in Certified Work <br />Ready Community (CWRC). The National Career Ready Certificate will be on the ACT website <br />under our county. Stephen Grubbs asked if there was an expense with having the scores on their <br />website. Shannon Barrentine stated no. John Brockman made a motion to approve the MOU's <br />and changing the exceed limit from $14,000 to $28,OOOfor this fiscal year and allow the Board <br />Chair to execute other MOU's for the other three school districts as they become warranted; <br />seconded by Don Wilson. Motion Carried 4 -0. <br />
